This is a quick, step-by-step guide to using Paypal Multi-order Shipping to get DC for free on ALL domestic packages, not just eBay and orders paid via Goods transfers.
Turn off your popup blocker (or whitelist paypal.com and ship.paypal.com), then log into Paypal.
From your Account Overview, click Multiorder Shipping.
A new window will pop up. In this window's dialog, click 'Create'.
The next dialog lets you enter order details. If you use order numbers to track your sales/trades, you can enter it in the 'Order Details' section. In 'Shipping Details', choose the USPS service level, package weight, and whether Insurance and/or Signature Confirmation are wanted. The Ship To address should be self-explanatory; Ship From defaults to your Paypal confirmed address. Once all these things are entered, click Save and Close, or Create Another if you have more than one domestic order to ship.
Paypal will then take you to the 'Orders to Ship' page, where you will see a table listing all of the orders you've just entered. Clicking on a line in the table changes the Details pane on the right side to show the recipient's address and the cost of the shipping label. Click 'Print' to move to the final confirmation screen...
and 'Pay & Print' to pay for the labels and spawn the print window. This will default to charging your Paypal Extras Mastercard, Paypal balance, and backup funding source, in that order.
Slap the label on the envelope, put it in the mail, and enjoy not paying $0.80 for delivery confirmation.
No. Mtg cards weigh 0.064oz each, but in general a small handful of cards sandwiched between two toplaoders, taped with scotch and put into a normal sized bubble mailer envelope will be 2~3oz. Since 2 and 3oz costs the same via paypal, just select 3oz for mostly everything. If in doubt, just pay a few cents more for more oz.
I wanted to post this here because I find it a good deal easier than going through the multi-order shipping, especially when doing just one or two orders. Also this works with GIFT PAYMENTS or no payment at all. You can send anything to anyone and pay for it via paypal at the same prices as the multi-order shipping (I'm not sure if multi-ship link will allow this)

Hit continue at the bottom. It'll give you a price and you can confirm things, then pay and print at the bottom!
USPS raised prices on January 27th. That's why it went up to $1.93 with tracking. The reason why it's so expensive is that it's good up to 3 ounces. What I would LOVE is a tracking option for letters up to 1 ounce, which is enough to cover cheap magic playsets. I'd be happy to pay $0.75 for 1 ounce tracking and $1.35 for 2 ounce tracking.
