MTGO sells the boosters for 3.99. Both the bid/offer are currently higher than this. Am I missing something here?
Probably has to do with a combination of tax that most people have to pay in addition to the $3.99, as well as the difference in value (even if its small) between tix and cash. That combined can lead to people being willing to pay the larger amount in tix than the cash amount to buy from the store, because for many the store price is actually $4.19-$4.39 depending upon their tax rate. That and simply sheer demand for FRF to be able to finish draft sets and such I imagine.
Yeah, it's mainly because a lot of people (especially draft grinders, who are the ones driving up demand for FRF packs) have tickets on their accounts and don't want to spend cash on packs.
It's really amazing how badly WOTC ruined the MODO economy to allow FRF packs to stay above 4 tickets for most of their time in standard. I realize it is because of the unique structure of the block's draft format (KTK and DTK both using FRF), but they should have alleviated this at some point by either having constructed pay out in FRF for a bit when it first came out or not having DTK release events only pay out in DTK. Instead, we now have one standard set that is at 1.5 tickets and another one heading there.
I love playing MODO competitively and I actually think a lot of the complaints about it are overblown, but completely ignoring an issue like this with such an obvious fix makes it difficult to continue.
It's just because the secondary market value of tickets is a bit under USD 1.
Although it's worth saying that there's not massive demand for FRF packs at or above 4.16, as Goatbots are selling packs at 4.16, and are buying tickets at USD 0.97. That means they have an infinite supply of packs (via store purchase) at the equivalent of 4.11 tickets. If FRF prizes were to rise beyond that, Goatbots would just crash them.
Yes, the prize support switch over is a welcome change. A bit depressing it took them this long to figure it out (MODO is such a pure supply-and-demand driven market), but this should keep pack prices reasonable for the next month.

Wizards knows for the most part with the exception of new players (which are few and far between these days) they sell tix and redemptions in their online store. With all the cashing out that's going on there are a surplus of both tix and cards right now. The bots have absorbed it because the big chains have pretty deep pockets (and speculators have gobbled the rest).

Tempest remastered is tanking the price. Modern masters coming out next month will tank the price. Then the month after is magic origins. Then 2-3 months later is battle for zendikar. I assume they'll have some retro draft format between origins and BfZ. And i guess they'll bring back cube at one point.

I think TRM booster prices are going to crash HARD soon. Vintage and Legacy constructed pay out in TRM and the grinders will move there until TRM packs fall below DTK packs. But that will put a good number of TRM packs into the system which will not be high EV to draft (not enough money cards) and so the fall will continue.

The one saving grace is that there could be a journey into nyx booster, where the price of the booster goes up in price even though it's not in a relevant limited format.
