At first blush, that looks like a Revised printing. They sell for... less than .25 cents on TCGP. If it's a proof ( dry unlikely) then much much more. I have no idea if Revised printings ever got proofs sent out.
I can't really comment on the signature or how it might affect the value. Mark Tedin is still alive and appears to readily sign cards for about a $1 each. (Which reminds me I should pull a few cards and send them myself).
If you like it and it is his signature (I don't know if it's his or not), then I can't imagine it fetching more than $2.
It might fetch more to the right buyer but I can't imagine why. That buyer can get his own Revised cards and send them in him/herself.
I can confirm that it's Revised edition. Revised edition does have proofs, but I'm sure that if it were a proof that the OP would have mentioned the white back.
Edit: Herp derp. Yeah, Mark isn't too hard to find, and he signs cards fairly regularly, so I'd say $5 as an absolute top end, and much more likely $2.

I had considered the possibility it might not be the OPs card but rather one he was thinking of buying. It's also a possibility that if they didn't know what edition it is, they might not know they even have a proof. (S)he really didn't mention one way or the other.
