The code is PSUMMER15OFF, it's right on the ebay home page, must have an ebay AND paypal acct of course, limit one use per paypal account, so you can't buy multiple boxes one box at a time.

As for the multipliers, I have no idea how eBay does it now. For a long time, my cousin would get a bunch of notifications for them and I would get nothing. Then, I started getting them quite often. I actually got 2 in the last week: 10% back on anything and then another for 6% back on anything under $25, 8% for anything $25-$50 and then 10% on anything over $50. These were on a per item basis though.
So, all I can think of is that they do based on spending habits (I just bought a bunch of stuff on eBay shortly before I started getting more notifications) or browsing habits (I was obviously browsing for a lot of things and I ended up not buying most of it).
The ebay bucks multiplier bonuses still come for a lot of people, I know both of my parents get them on their ebay accounts on a regular basis though not always at the same time. However about 18 months ago my offers just flat out stopped dead after getting them consistently for a while. When I contacted ebay about not getting them for 6+ months about a year ago, they had no explanation for it, apologized for the lack of deals and gave me a credit to use. I've poked at them every few months since until a few months ago, when an ebay bucks deal actually showed up in my account. Except, when I tried to activate it.... I got an error message I had never received before. Contacted ebay and the ebay reps didn't know what to make of it. The department that deals with promotions and stuff was supposed to look into it and then get back to me, but surprise surprise I never heard back. Kind of a bummer honestly, I was using that to help buy more stuff to re-sell, which ironically was helping ebay get more money .... but ah well. Thankfully my parents barely use any of their $500 max accumulation per quarter so I typically just end up buying on their accounts during the ebay buck promotions. Don't do as much of that these days though, but still rather annoying that it still isn't working after all this time. Hopefully they will eventually get it fixed so I can just use my own account, but thankfully at least the $15 off $75 sorts of deals work just fine. With those deals you just need to check the main ebay page to see it, I usually check at least once a day to see if anything like that pops up.
Was able to get a box of Hour of Devastation the first time for under $73 after discount, and last night I sniped a near mint MPR Wasteland foil with 10 seconds on the clock for $129 after discount. Cheapest one of those on TCGP is $205!!
