While ordinarily I'd say "That barely qualifies as a miscut", you're right that judge foil miscuts are pretty rare. I don't think that you're going to get a significant premium for it, but you may be able to get $5-$10 over normal price.
There is, as is always the case with misprints, the possibility that you find that one guy with ridiculously deep pockets who really wants it, and is willing to pay 2x. I don't think that it's likely, but it's not out of the realm of possibility.
If yours is miscut, though, that means that there are probably 120 others that are miscut in a similar fashion (it's hard to have one miscut card without the rest of the sheet being miscut [hard but not impossible - depends on the QA process]). So, if you're looking to move it as a miscut, I'd move it sooner rather than later.

The card is a Russian language FNM promo Elvish Mystic. You can get a playset for as low as $24 + $4 shipping right now on ebay. The regular English version looks like it goes for around $3.

Russian promos are not terribly rare. Especially FNM and Game Day. WOTC knows how many stores they have that need prize support, so they print accordingly, but a lot of Russian stores actually get English product because WOTC underprints Russian booster product. That's why Russian pack foils are so stupid expensive - it's hard to get them even in Russia.

Hi folks, I've pulled a foil tormenting voices from amonkhet out of my standard showdown booster. However, the foil "layer" is not that of tormenting voices, but of drake haven. You can even see where the little authenticity foil thing would have gone on the bottom. Does this increase the value? and if so by how much?

Anyway, that looks cool. Unfortunately, the misprint is on Tormenting Voice, a fourteen-cent foil. I'd say that this could get you $5 or maybe $10, but it only has value to oddity collectors like me. If it had been a playable card, it would have some value to pimpers as well.
I encourage you to ask more people, because one data point doesn't help you very much. I'll also apply my usual caveat, and say that there's probably one person out there who'd be SUPER interested in it, and if you can find them then you win, but it's often a difficult proposition.

So I'm curious, I have a playset of mint foil shards of alara Wild Nacatl, that are German. So they are the Wilder Nacatl. Problem is I have had them for so long and haven't had any luck finding a price point for them, does anyone have an idea?

First, a quick disclaimer about desirable foreign language foils of playable cards: the fact that they're a niche aesthetic choice means they're realistically worth what someone is willing to pay for them and it probably takes some extra time to find a buyer interested enough to shell out. For a price estimate, there are two listings on MKM at 36 € for good condition and 43 € for mint so I'd start in the $45-50 range. The fact that they really only see play as a 4-of and the relative scarcity of the card makes it easier to value a playset a little higher.

I opened a few Kaladesh black cards that are much paler than usual. Worth anything?
Thanks for including a picture. You're not really looking at any added value, especially if it's draft chaff commons and the like. If you opened something a little more valuable (Fatal Push, chase rare, etc) you could maybe get a small premium for it if you found the right buyer but it would be a long shot.

That post was about the German foil Nacatls. I doubt that any of the slightly off-color stuff is anywhere close to $50 unless it was already in the mid- to high-$40 range to begin with. Basic lands is a good call for something with some value that I didn't mention on those.

Your Russian Emrakul the Promised End is probably the best card in the collection, and is probably about 1.5x to 2x the English to the right player. Everything else is going to be about the same as the English, and the Liliana is probably going to be a little less than English. While Russian cards are not terribly common, Russian promos actually are not too hard to come by (and it's the Russian foils that really carry a huge multiplier). A lot of Russian stores get product in English, but promos in Russian. Chinese is generally considered about on par with English, as far as pricing goes, and Spanish (and the Romance languages in general) is a bit less.
As far as where to sell, go ahead and try eBay? There isn't really a "market for foreign cards but in America so you're not competing against native dealers". Good luck.
