I never play Vintage and will never have the ability to. I'd take Pile A. It should also be easier to get rid of if you want to and it's also a good amount of legacy staples that i'd want to keep.
Obviously you need to state whether the Time Vault is Alpha, Beta or Unlimited. It makes a big difference. Not to mention the edition of the Tundra.
Pile A has some incredibly playable and useful stuff for Legacy, EDH and cube, so it would seem like a great choice. Time Vault may be worth slightly more than than Pile A, but unless you really need the time vault for something, it's just going to be an expensive piece of cardboard in your binder.
The Time Vault is significantly harder to move than the cards in pile A, but value-wise I'd take the Vault if I wanted it for something and didn't need the cards in A. I suppose if I was the one with the Vault, I could be feeling a little shortchanged. Their numbers match up right now, but it's not unheard of for power to be traded down to duals.
IMO take the vault. It may be a bit harder to move but your getting a good deal and when you do find someone who wants it they are frequently willing to over pay for a power level card. Not to mention Vault + p9 proxies is a great way to build decks for non sanctioned vintage events.

Which means that you could take the time vault, find someone else who wants it, and take a trade down bonus in duals for it?
Either pile would be fine, but if you have the network to flip/use the Vault, grab the vault.
