Yes, those spells you cast will now cost 4 less to cast.
Note, however, that Goreclaw's first ability is not a triggered ability (since it lacks the words "when", "at", and "whenever") (C.R. 603.1); rather, it's a static ability that generates a continuous effect (C.R. 604.1, 611.1). In this case, the effect is cumulative since it subtracts from a value, namely the cost you pay to cast certain spells (for more on cumulative effects, see this thread).
Awesome, thanks! Lastly, what's the tag to get the colorless mana symbol to appear like what you did with 4? Or better yet, if you have a link to all the tag syntax available for this forum? The link doesn't seem to be on the forum rules page.

Either putting certain letters and digits in mana tags [mana]WUBRG4[/mana] -> WUBRG4 or using the smiley dropdown and looking at the MTG tab.
It would not, for the reason you give. Since Spark Double doesn't get to become a copy of anything until it enters the battlefield, Spark Double will have its "usual" power and toughness on the stack, which is 0/0. Thus, for the purposes of Goreclaw, Spark Double is not a "[c]reature spel[l] ... with power 4 or greater". (Also, recall that spells exist only on the stack [C.R. 112.1].)

If I manage to get two of them in play with Spark Double lets say, will casting creatures with a power of 4 and greater cost 4 less to cast?
