So it remains face down that I can pay its morph cost again and again until hellbent.
That seems to be the case, yes. The morph cost is payable, the permanent just won't turn face up, so you can repeat as often as the number of cards in your hand allows.
Indeed, the only room I can see for this repetition not to be allowed is if the special action defined in 702.37e has to be completely legal to be initiated. But the 701.34f doesn't say anything is illegal, it just instructs that a certain thing doesn't happen. Contrast that rule with 721.2g.
