Hey all! Rather new player here and I'll be damned if I can't track down this answer. Coming from the Final Fantasy TCG, if someone targets a card in their graveyard in order to bring it to the battlefield or their hand, the opponent can respond with an effect that removes that targeted card from the game, thus fizzling the retrieval.
Yes, this can happen in MTG. If a spell loses all of its legal targets then it will not have any effect. Other than spells with split-second and some specific effects, every action can be responded to with a spell or ability
