To play Force of Negation, I can exile a blue card rather than pay the mana cost. For these purposes, do blue/white lands such as Hallowed Fountain count as blue? Can Islands be exiled to play force of negation?

No. Lands are usually colorless cards, since a card's color is normally determined by its mana cost, and lands have none. Land types don't give a land a color, nor do mana abilities. A land like Dryad Arbor is green because it has a color indicator (small circle on the type line) that gives it that color and makes it so it can be pitched to Force of Vigor, and spells and abilities can make a land colored (e.g. Painter's Servant), but otherwise, they are colorless by default, and so they can't be used for something like Force of Negation's alternate cost.
I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
