So I was playing a game with a friend and I cast Thalia, Guardian of Thraben and he let her resolved and then he cast dismember targeting her and he paid with three black mana and I told him he has pay one more because of Thalia’s effect and he says he doing it in response to me casting her and because of that he doesn’t have to pay the extra. So my Main question is, is it legal what he did?

With what "target creature" does he think he is casting that spell?
If Thalia, Guardian of Thraben: To be a target creature, Thalia must be a creature. To be a creature, Thalia must be on the battlefield. If Thalia is on the battlefield, her static ability "Noncreature spells cost 1 more to cast." is in effect, and he needs to pay that as part of casting the noncreature spell Dismember.
115.2. Only permanents are legal targets for spells and abilities, unless a spell or ability (a) specifies
that it can target an object in another zone or a player, or (b) targets an object that can’t exist on the
battlefield, such as a spell or ability. See also rule 115.4.
109.2. If a spell or ability uses a description of an object that includes a card type or subtype, but
doesn’t include the word “card,” “spell,” “source,” or “scheme,” it means a permanent of that card
type or subtype on the battlefield.
If something else: He can do that in response, i.e., not letting her resolve before he casts.
