Question regarding the interaction here. I know the first ability of the Persistent Petitioners would be gone due to Humility. The third line of text affects the deck construction prior to the start of the game like with Relentless Rats so Humility would have no affect there. But the second line of text is that a static ability or and effect and how does that interact with Humility? I guess confused as the effect is granted by the card and not a creature ability per se.

And if affected and another came in after Humility how would it work.
Trying to determine if I run a deck with the petitioners and drop Humility will the second effect be gone as well.
All three paragraphs in Persistent Petitioners's text box are abilities, not just the first and not just the third (C.R. 113.1a, 113.2c) (they're not effects — under C.R. 609.1, "[t]ext itself is never an effect"). Persistent Petitioners's second ability is an activated ability because it has the form cost–colon–effect, just like that creature's first ability (C.R. 602.1). And Humility removes all abilities, not just static abilities, from creatures. Therefore, if Humility is on the battlefield and Persistent Petitioners is a creature, Persistent Petitioners will lose all three of its abilities.

Thanks that is what I thought I had read regarding rats and Humility. That it happens during deck construction. So even though it looses the ability it does not change nor negate the number of rats, or in this case, the number of petitioners in the deck once the game has started.
The confusion I had was with the 2nd line of text as I was interpreting it as a state base effect like with Magus of the Moon. The effect there is that all non-basic lands become mountains still happens even with Humility due to the layer they happen in. But as someone pointed out the colon in petitioners makes it an ability.

If Magus of the Moon is on the battlefield, its ability (not: "state-based effect" or "state-based action" [review C.R. 704.1]) makes all nonbasic lands Mountains despite Humility, but not because it's not an ability (it is one [C.R. 113.1a]), but because it has a type-changing effect, which applies "before" effects that remove abilities, as Humility has (C.R. 613.1d, 613.1f; see also C.R. 613.5). Even that ability will still be removed by Humility, however, if Magus of the Moon is a creature (C.R. 613.1, 613.1f, 613.4).

Whenever state based effects check (Whenever a player would get priority) all of these layers get checked as well, and unlike the stack, effects apply in order. Humility is unable to affect anything that happens prior to Layer 6. This is so that cards like Dryad Arbor are still green, and have all of their types. Both Magus of the Moon and Painter's Servant create effects that apply before Humility in these layers so these cards effectively still "work" under Humility. These creatures will be 1/1 with no abilities, however, the effect that the cards normally have on the game will still be applied. So, if Magus of the Moon is in play, all non-basic lands will be Mountains and if Painter's Servant is in play, all cards in all zones will be the chosen color. It isn't repeatedly checked with their abilities removed.

Normally this doesn't matter, but Muraganda Petroglyphs being involved would make it matter.
