Sure, Clone enters the battlefield as a land, so Nissa's emblem triggers. It doesn't enter as a creature and then become a land, its copy effect is a replacement effect that applies before it actually hits the battlefield. Also note that it enters as only a land, not a creature, despite the fact that you could choose that land to copy because it was a creature. Copy effects only copy the base (printed, pretty much) characteristics of the copied permanent, as modified by other copy effects and very little else; the effect making a land a creature is not copied. So Clone has only the printed characteristics of the land and is not a creature.
I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
