Alright, so my question is if cascade works based off of a cards CMC or how much you actually payed for it. For instance, a creature with cascade in the command zone, each time it goes back to the command zone it costs more to cast, but it's CMC remains the same because of the way the command zone works. Here's the exact wording of cascade.
Cascade (When you cast this spell, exile cards from the top of your library until you exile a nonland card that costs less. You may cast it without paying its mana cost. Put the exiled cards on the bottom in a random order.)

Cascade always checks converted mana cost. In the case of maelstrom wanderer, for example, you will exile cards until you exile a card that costs 7 or less, no matter how many times maelstrom wanderer has died and gone to the command zone.
According to 903.10, your commander costs an additional 2 for every time it has been put into the command zone previously. That said, additional costs do not change its converted mana cost for any commander, regardless of cascade effects.

so if you cast a commander with cascade the commander tax doesn't help because it doesn't change its cmc. It is just an additional cost.

Yes. There will be two instances of cascade that will be put onto the stack. Note that if one leaves the stack somehow (gets countered, etc.), the other will remain on the stack.

Yes, the Wanderer has two instances of cascade, and both will trigger when you cast it. So you'll cascade, then you'll cascade again.
