It creates a delayed trigger that will trigger from the battlefield. However, the answer I think you are looking for is that the delayed trigger will still trigger and resolve even if Jace has left the battlefield since the +1 was activated, such as if it died to a Hero's Downfall.

Went to a new shop from a friend's recommendation, DQ'ed for willful violation of CR 100.6b.
The delayed trigger that is set by the ability will trigger at your opponent's next declare attackers' step no matter where Jace is. The activated ability, and the delayed triggered ability it sets, are completely independant from the Jace permanent once the activated ability has been activated.
