Hello all, I'm fairly new to Magic but I was playing a game with a friend where I summoned Chancellor of the Forge, and he hit it with a Vapor Snag, and he claimed the goblin creature summoning effect doesn't happen, the card simply goes back to my hand. I argued back that he has to "hit the battlefield" in order to be susceptible to a card like Vapor Snag, but my friend stood his ground.
I tried looking up this ruling on Google, but I had trouble coming up with the correct keywords and couldn't find anything closely related to this ruling question I have. Sorry if this has been asked before, I'm fairly new to the game, and only have a basic understanding of most of the non-complex rules.

Everyone knows that good luck and good game are such insincere terms that any man who does not connect his right hook with the offender's jaw on the very utterance of such a phrase is no man I would consider as such.
Your friend is wrong, however if you didn't have any other creatures in play at the time you would receive 0 goblins. The ability will always happen but the value of X is determined at resolution.

How is works is like this
Chancellor of the Forge is cast and resolves
Chancellor of the Forge's ETB ability is put on the stack
Your friend can respond by casting Vapor Snag, its is put on the stack above the ETB ability
Vapor Snag resolves returning the Chancellor of the Forge to your hand. You lose 1 life.
Chancellor of the Forge's ETB ability resolves. You get X goblin tokens where X is the number of creatures you control. Chancellor of the Forge does not count towards X because he is currently in your hand.
