Combat. Player B taps the creature to attack. Player A taps the shackles and gains control of the creature. Player B plays twiddle and untaps the shackles. The creature returns to player B.
Is the creature still considered attacking?

no, once a creature changes controller, its considered removed from combat 306.4. A creature or planeswalker is removed from combat if it leaves play (such as by being destroyed or removed from the game); if its controller changes...
it does still trigger anything that requires you to attack, like say militia's pride, since you did declare an attacker
