I control a Veldalken Shackles and several Islands. My opponent controls an Oblivion Stone and an Eternal Witness with a fate counter on it. My opponent declares the Witness as an attacker, and I activate Shackles targeting it. In response my opponent activates Oblivion Stone's ability to destroy all non-lands with out fate counters. Here is the stack

Is Eternal Witness removed from combat due to it switching controllers, or does the Shackles ability never take control of it as the Shackles is no longer tapped?

Ok. Thanks for the ruling. I was thinking the effect would resolve, then continuous effects would work with SBE's and then end the ability.
The duration of the effect (remaining tap) is over before the effect begins. Therefore, the effect will not do anything. So, control of the creature will never change.

I would have to think that removing the Shackles from play before its ability resolves would have the same effect.
The duration of the effect (remaining tap) is over before the effect begins. Therefore, the effect will not do anything. So, control of the creature will never change.
