I've been kicking this idea around for a long while but I've got no idea if it is unique or if something similar already exists. Basically, we have a number of different formats where the deck building rules dictate the difference in play styles etc but unless it specifically limits to a rarity (such as pauper), card rarity isn't an issue.
What about a format that considers card rarity for deck composition? That would be a card limit of four per deck for commons, three per deck for uncommons, two for rares and one for mythic rares. Obviously, decks would not be as optimised as any "4 of" format but I think it allows for rarer cards feeling- well- rare. As a secondary effect, there is potential to keep market prices down when each mythic has one slot rather than four (of course that assumes a vacuum where "4 of" formats don't exist or the market wouldn't automatically correct to keep the price per playset equivalent). In any case, instead of buying four of the current hotness, you'd be buying one or two, and the chances of breaking a box and being able to build a format competitive deck rises significantly.
Set restrictions could apply like standard, pioneer, modern etc.
What do you think? Is the idea a viable one? I don't think it would be too slow given limited formats exist and could make for a good kitchen table format. But perhaps it becomes too swingy and becomes about who draws into their bomb mythic.

You're not the first to think of this system. It was even used in the Xbox One "Magic Duels" game. For making rares "rare," you may need to limit their total, so someone doesn't replace their 4 bombs with 1 bomb, 1 grenade, 1 missile, 1 rocket. As for keeping prices down, Cyclonic Rift is mostly played in Commander and costs $40. Snuff Out and Mental Note make a pauper deck cost $70. If you want a budget, just set one. $10. 20 packs. Whatever it takes. I use old precon rules or something similar to the Alpha 40 League rule set.
A lot of these ideas are sold on novelty. They are fun, but they can't catch on because then the novelty wears off. Budget is another sell, but if my deck has 3 Force of Will or 1 Sheoldred, the Apocalypse, it's not budget-friendly.
Its a great idea, albeit not a new one and I would be all for it.
Problem is it doesn't sell sealed product so WotC/Hasbro will never go for it or sanction it. Too bad it would make for much more balanced gameplay and lower the point of entry for competitive decks.

I think it would be significantly easier to have a fixed budget tournament. For example, on 4/5/23, a 75 card deck cannot exceed $200 based on tcgplayer mid pricing for a tournament on 4/7/23. I know back in 1996 or so, there was a requirement for decks to play 5 cards from each legal set.
