The 10 shocklands, 10 fetchlands, and the new dual lands in BFZ have a chance to show up in BFZ packs as full-art foil mythics. The shocklands and fetchlands will not be Standard-legal despite popping up in a Standard pack. However, if you open them in your Limited pool, you can use them in that Limited tournament.
Of course, they will also be legal in the formats which permit the shocks/fetches.
Optimistic answer: they're trying to add value to the set to encourage more purchases by adding in ultra rare, expensive "alternate" versions to old and current expensive land cards. They're making them extra pretty looking and extra rare and all foil but not actually creating a true "chase" card because you can buy cheaper, older alternative versions of the same card.
Pessimistic answer: they're trying to confuse the crap out of new players by putting non-standard cards in standard booster packs then labeling them as BFZ boosters but putting a nearly identical but slightly different set logo on the cards and then making approximately 75% of them legal in standard but the rest not. Then sed new player gets disqualified from FNM for using the illegal version they pulled and possibly get trade sharked as well by jerks and then they never play the game again.
I have never once seen anyone get DQ'd from FNM for illegal deck list. Usually it's just people let them take a second to fix it or run short if it's only like 5 or less cards.

You may not have a certified judge, but if the event is sanctioned, then it has a tournament organizer. In the absence of any certified judges working the event, the tournament organizer becomes the head judge.

Yeah that's what I meant, the event organizer (in this case a book store owner who knows 0 about magic) simply ran the FNM with a set of house rules. Basically they ran standard like it was casual. Idk why but that was how it worked there. Though as the average age of the people who showed up was about 7 that might explain a lot.

We have 40-50 people at every FNM and the rules are somewhat stricty enforced. If they're new and also don't end up winning, we don't immediately DQ them for illegal cards. If someone who's been playing for like 2+ years does or if someone start winning with an illegal deck, they'll be very lucky if they are allowed to switch decks or swap out the card.

wow... a good night at my lgs is 16 ppl haha. very relaxed 4 rounds. but rules are enforced especially time.
If a new player shows up and plays a non legal card, I think they d have him pull them out and restart the game if it was the first. what is wotc thinking? They could have a whole separate pack ppl would buy up and not mixed in with standard-legal cards
