I agree 110%, but I'll go further, I Think New Capenna is like Rath, an artificial plane, used as a life raft for Old Capenna's survivors, a Plane built by Angels, perhaps Angel's created originally by Serra, for survivors, they build a New Capenna City and surrounding lands as the only way to save huge amounts of folks from the doomed Plane.
Well, story confirms Tezzeret and Urabrask are both there. Based on what Tezzeret says 'the side of freedom', I'm guessing he's actually working with Urabrask *against* the other Phyrexians. Tezzeret's discomfort at the end of the NEO story also aligns with this, as does previous story content in which he aligned with the Phyrexians 'playing the humble servant' i.e. pursuing his own agenda. It's possible Urabrask and Tezzeret's plans here have something to do with the previous Phyrexian presence, though Urabrask seems to be collecting Halo, which is very likely more to do with the angels. I'm guessing Halo might be able to used to break Phyrexian control, which would be useful for the 'side of freedom' and something Urabrask would have valuable knowledge of, and also provide a good story explanation for de-phyrexianising any planeswalkers like Tamiyo.
Maybe Urabrask isn't trying to cure Phyrexianism, but just allow it to exist outside of a hive? I think it would be a better story element if Phyrexianism was something that could almost never be something that could be reverted, maybe if we see 12 phyrexian planeswalkers, of them only one might see a cure. On the other hand, if you're able to be a Phyrexian and still keep your individualism, is there a downside to it? Wouldn't you be able to live amongst them, do trade with them, live peacefully with Free Phyrexians?

My thought process is after Tezzeret left jin realm and May have actually got emotion Urabrask sensed that and took advantage of that and probably convinced him to change sides and take him to new capenna for something that could help. But probably for his own benefits of getting the deed to his realm back from elesh norn.

We know that Celesta was Halcyon and that Capenna was the Caves of Koilos , and those happened on Dominaria . Still , there seems to be some kind of a phase barrier between Dominaria and Capenna .
Which means that , when Thran Halcyon fell , the Thran were divided into four or more groups ,
· The Phyrexians who took the Planar Gate to Pyrulea ,
· The Dominarians who left the Thran Empire and settled Sarpadia ,
· The Halcytes who went to settle a new world on Mercadia ,
· and , apparently , the Thran who stayed behind in the Caves of the Damned , which seems to have formed a Planar Cyst .
These are the things we know about the Fate of the Thran .

Maybe Urabrask isn't trying to cure Phyrexianism, but just allow it to exist outside of a hive? I think it would be a better story element if Phyrexianism was something that could almost never be something that could be reverted, maybe if we see 12 phyrexian planeswalkers, of them only one might see a cure.
