Not adding Propaganda like you guys because of both Limited reasons and corporate greed it would be moved up to rare and contradict the point of the thread.
That's an odd choice for a rarity upgrade, considering Ghostly Prison kept its rarity for all of its reprints. It isn't even expensive enough on the secondary market to get bumped up for greed reasons, either.

Considering Ghostly Prison's only Limited environment reprinting was in a multiplayer one in Conspiracy where the other three players could gang on the Prison player, my point could still stand. Baird, Steward of Argive was one of the best White cards for Limited in its set, if not one of the best overall, and that's factoring in it taxes half your mana and is easier to remove as a creature. About greed reasons, Propaganda doesn't have a foil printing yet, so it could still qualify.
A lot of people point out Oubliette as one of the reprints most needed for Pauper, but for me it's Preordain. Oubliette is just played as a "maybe" in one Tier 2 archetype, while Preordain is played in a huge percentage of tier decks. Getting a common reprint of Preordain would go so far in bringing down Pauper prices.
Also, I'd love to see some "common in Paper but not MTGO" cards, to reduce confusion that MTGO Legality brings to people:
Wow, this wish-list was exactly that... a wish-list. Disappointed that a lot of legacy cards weren't added. I feel that, for the most part, WotC dropped the ball for the commons and uncommons. Don't get me wrong, there are some cool cards among the sludge, but there's this thing about "themes" that are put into the the Masters sets for limited purposes.
So, let's all put in bold what we guessed right, just to see who was closest. (I got zero right *sigh*)
