I suspect it'll be PWs printed on a Special Rare sheet, one PW per pack. Many of them will be reprints from the last year to limit the number of new PWs entering Standard.
Beyond that, I could see some manner of Masterpiece-esque set featuring many more planeswalkers besides.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I'd love to see one PW per pack, with reprints. Pulling 36 in a booster box, with the possibility of pulling more Teferi and Karn, and such? Sure. Of course, it'd be a feel-bad when you pull your 8th Jaya Ballard, or Kaya, Orzhov Usurper, or Angrath The Flame-CHained. Which is why I think they absolutely won't do that.
Now, a Masterpiece set, with good old reprints? That I could see them doing, via Mythic Editions with a ridiculous markup.
I'm willing to bet we see lower cost planeswalkers with two abilities: one static, enchantment-esque ability and one minus ability. I hadn't considered them flipping into legendary creatures, but that makes much more sense than the planeswalkers simply leaving the battlefield. Presumably, the 'flavor' of a planeswalker running out of loyalty was that character planeswalking away, so transforming back into legendary creatures feels like a mechanically interesting solution.
I particularly like the idea of planeswalkers with static abilities providing a ton of different interaction lanes on both sides of the battlefield.
If they do a planeswalker in every pack, then lower-rarity planeswalkers with wonky ability set ups aren't necessary.
