This kind of effect is already in red/white color pie but there are few cards that use the retribution/reflection effect.
Repercussion doesn't punish player for damaging your creatures but is funny with spells like Blasphemous Act, Chain Reaction etc and could fit in the same theme. Repercussion can end games fast with Personal Sanctuary and some creatures on the field, even better if your creatures are damaging your opponent additionally because of the reflection.
To throw something nontribal in the mix: I'm betting on aristocrats for one of the decks.
There are usually some plants in the sets before and I noticed that we had quite a few aristocrat cards recently, Teysa Karlov and the whole orzhov guild mechanic, Priest of Forgotten Gods, Whisper, Blood Liturgist, Isareth the Awakener to name a few.
They could branch into Abzan or Mardu or go straight WBRG. Or just keep it vanilla (W/B).
And if I'm right I certainly hope they'll reprint Ophiomancer in it. For token reasons.

Elves have plenty of good tribal stuff already. Don't know if they need an entire precon deck. Maybe they can solve this issue like with the Esper Zombie commander and sneak one legendary elves somewhere.
Like if they printed an abzan colored Rhys (set in the new Lorwyn/Shadowmoor without the aurora) as a stand-alone commander in an abzan colored deck instead of making an entire tribal deck?

At least the elf doesn't interact with counters on lands, artifact and planeswalkers entering the battlefield like doubling season does. I would put the P/T lower (maybe 2/2) and keeping the mana cost, because the effect is counting for all creature including him. Like other commander that can out of control with +1/+1 counter or other power ups.

i think the 4th niv-mizzet is gonna be themed around ravnica decks so i don't think a planes theme is happening anytime soon or ravnica is not one of them

If they where (are) making a set of plane themed decks, Ravnica wasn't likely to be one of them anyway, because the plane is currently in Standard.

The rule of thumb when it comes to the four commander deck paradigm they are using now is two and two. As in two new and two old, or two widely popular, and two niche. In the last four, for example, we got two known planeswalkers (Windgrace and Saheeli) and two new planeswalkers (Estrid and the awesome Aminatou). In the commander product before that, we got two immensely popular tribes (Dragons and Vampires) and two niche tribes (Cats and Wizards). We should look for something similar in this years product. Thus, if it is planes, we'll get two widely popular planes and two more niche planes (or new planes, but that is unlikely due to them not having cards associated with them). The two popular planes are most likely Innistrad, Theros and/or Zendikar, because we just had an artifact theme in last years product (with the Saheeli deck), thus likely eliminating Mirrodin, and we have Ravnica and Dominaria in Standard, thus likely eliminating those two from the equation. For the less popular planes, there are a few possibilities, but if Innistrad is one of the popular two it eliminates Ulgrotha (sadly). But there are still plenty to chose from: Rath, Rabiah, Kamigawa, Lorwyn/Shadowmoor,
Amonkhet, Alara, and Kaladesh are all middle of the road when it comes to popularity, and I think both Alara and Kaladesh are mostly out of the question for obvious reasons.
Ixalan, the one remaining plane, is to recent and too popular to be considered for sloth 3/4.
But to break it down:

I have to disagree with your explanations for Alara and Tarkir. Yes they are multicolored focus, but there's a difference between two colored and tri colored. Tarkir doesn't have to be about dragons, they could easily make it themed around the khans timeline.
Rabiah is a no go as they don't have the rights for it.
Also, there's all the planes named on the planechase cards that won't be used on a normal set that can be used here. Although it's more of a wish than anything else.

They do have the rights to Rabiah, and the story they based it on, 1001 Arabian Nights, is Public Domain, and has been for a very, very, very long time.
As for the named planes from planechase cards, they can't use them because there are between zero and none cards set on those planes they can use. Remember, only about 17 new cards for each commander deck, the rest are reprints.

I'd think Mardu would be more likely for a Tarkir deck, considering just how dominant such a deck was at the time, although I must admit I have a soft spot in my heart for Temur and Bearpuncher.

Mardu would be the next likely candidate, but they did a Mardu deck two years ago, so I imagine they want to try other color combinations first. Plus Morph was Tarkir's primary mechanic, and GU were the two biggest Morph colors.

Pretty sure the Commander 2019 decks are going to be on theme with everything released previously this year, like GRN, RNA, WAR. 2019 feels like a very calculated and scripted year for WotC in terms of brand ramp and recognition. 2018 decks were under powered but were at least unique in hindsight.
Or the Commander decks will seed upcoming sets, like C17 did with RWB Vampires (Ixalan) and UBR Wizards (Dominaria) and C18 did with more planeswalkers (WAR).

What about a BR Demon Minotaur deck? That'd be an interesting pair of tribes to hybridize. Imagine the face card: a towering bull demon swinging fiery chains around.
I personally would consider the pair Demon-Ogre since that's one of the few pairs that actually exist and could be expanded upon. Also Human-Angel.
I totally wouldn't mind something flavorful like Artificer with Golem/Thopter/Construct or just plain declaring "artifact creature" a tribe.
With the uncommon/rare planeswalkerrs we are eventually going to get an actual planeswalker-card-type-themed Commander deck. Maybe as an off-theme deck at some point.

They do have the rights to Rabiah, and the story they based it on, 1001 Arabian Nights, is Public Domain, and has been for a very, very, very long time.
As for the named planes from planechase cards, they can't use them because there are between zero and none cards set on those planes they can use. Remember, only about 17 new cards for each commander deck, the rest are reprints.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
I'd think Mardu would be more likely for a Tarkir deck, considering just how dominant such a deck was at the time, although I must admit I have a soft spot in my heart for Temur and Bearpuncher.

The upcoming commander decks are unlikely to have planeswalker commanders, as we just got some last year.

I personally would consider the pair Demon-Ogre since that's one of the few pairs that actually exist and could be expanded upon. Also Human-Angel.
I totally wouldn't mind something flavorful like Artificer with Golem/Thopter/Construct or just plain declaring "artifact creature" a tribe.
With the uncommon/rare planeswalkerrs we are eventually going to get an actual planeswalker-card-type-themed Commander deck. Maybe as an off-theme deck at some point.
