What if they have a static ability that gets better as they gain more loyalty.
for example:
loyalty <= 4 scry on upkeep
loyalty <= 6 draw on upkeep
loyalty > 6 scry then draw on upkeep
Starting loyalty of 2
activate +2 loyalty
This one you would always want to tick up but perhaps there are some with different abilities and you could try to finesse it depending on the game state.
Static abilities on planeswalkers do not have to involve loyalty directly; they just need to support the card & character. Static abilities are also not the only replacements for loyalty abilities available. The one hard constraint I would include is that any activated abilities must be loyalty abilities.
Some designs I was playing around with years ago:
Jeska, Thrice-Touched by Infinity 2RR
Legendary Planeswalkers - Jeska
~ is a 3/2 Human Warrior creature with haste, first strike, and indestructible in addition to her other types.
+1: Any number of creatures block Jeska this turn of able.
-X: Creatures you control get +X/+0 until end of turn. (3)
Name, Bargainer of Souls2BB
Legendary Planeswalkers - NAME
As ~ enters the battlefield, you may pay any amount of life. If you do, NAME enters the battlefield with that many additional loyalty counters.
0: Reveal the top card of your library and put it into your hand. Name loses a number of loyalty counters equal to that cards converted mana cost.
-X: Creatures get - X/-X until end of turn. (0)
Also toyed with the idea of 'Whenever a player casts a spell, you may remove some number of loyalty counters. If you do, counter it'.
Or various other triggers, such as gaining loyalty whenever a creature enters under your control instead of an activated +
Jeska, Thrice-Touched by Infinity 2RR
Legendary Planeswalkers - Jeska
~ is a 3/2 Human barbarian creature with haste, first strike, and indestructible in addition to her other types.
+1: Any number of creatures block Jeska this turn if able.
-X: Creatures you control get +X/+0 until end of turn. (3)
Eh, either can be justified, I have always felt she was mistyped and fits better as a Warrior. Warrior was added to her type in addition to Barbarian (should have been instead) , & it was even in her name.
I am also pretty sure Barbarian should have been subsumed into Warrior during the Grand Creature Type update anyway (along with other redundant types, such as Shade, Specter, and Wraith into Spirit, or the plethora of Beasts).

But as for more distinct static abilities? Only if they serve a greater purpose than simply novelty's sake. I don't picture PWs getting static effects you could just as easily put on artifacts or enchantments like anthems. Loyalty abilities are one of their distinct features, so it makes sense to focus on those. I could however see static effects that affect other planeswalkers, like an Ajani PW with "other planeswalkers you control enter the battlefield with an additional loyalty counter on them" or a Gideon PW with "other planeswalker spells you cast cost 1 less to cast." Same for triggered abilities.
Boy, did I blow this call.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I could see some Walkers have some form of evasion like cannot be attacked by creatures without Flying or with a certain power restrictions.
Another thing I could see is the return of rhystic for static abilities of certain Planeswalkers. Either let the opponent lets the effect occur or they pay the mana which generates a loyalty counter on the Planeswalker.
