Sure they could invent completely new characters like Domri Rade in RtR, but it also would make sense for one or more of the known characters with previous cards, or Guild members with a plot centric twist become one of the Walker's for Rav3. I simply mentioned ones that I could see it working for, mainly out of "exhausted all design space" around them.
Do we really need a 3rd version of Niv-Mizzet as a random Dragon who draws/pings? Or would it be cooler if he was a Walker that allies/is forced to follow Bolas?
Or maybe they give something that hasn't had a card yet, like Maat'Selesnya which has just been mentioned briefly in lore a few times, or the results of the Dragon's Maze plot ignited a spark, or Bolas showing up and blowing a bunch of ***** up ignited someone.
Also, as a coincidence, theyre making 10 Walkers through Rav3, there are 10 Guilds, what are the odds they go and make all of the Walkers allied with a Guild, for a true Walker War showdown? The only one this doesn't work with is Bolas since he is normally 3 colored, but maybe he will be a surprise 11th Walker, or not actually be represented with a Card, despite being the main antagonist of the 'Block'.
We have Ral Zarek for the Izzet PW. Though I wouldn't put it past Bolas to offer Niv a spark of his own in exchange for his services.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

We actually don't know if Maat'Selesnya is/was a planeswalker or not. All we know is that she is the Parun of Selesnya and is currently "sleeping".

thinking on this further, How long has it been since the NewWalkers were first printed? Lorwyn? Could this be all leading towards a massive "Apocalypse" level battle that totally wipes out known planes for good, resulting in a 3rd generation of Walkers, with maybe one or two surviving to lead the newbies into the future.
I'm not completely up to speed on the Bolas plotline since Alara, but is his scheming/plans/evilness anywhere near equal with the Yawgmoth/Phyrexia stuff of ages past?
I almost can see something like this happening, then the fill the gap of time with a 3rd "Snow Set" to extend the time line/introduce new characters/planes (The rumored Viking/Norse mythology Plane?) Along with 5 brand new baby walkers for each color, like Jace/Chandra/Liliana/Garruk/Ajani from Lorwyn.
This would be one heck of a curveball considering how attached a lot of people are to current chaacters.

Eh i don't know about Lili. In my book the end game for a Villain Protag has to be good (ie No Phyrexia) even if the methodology is evil as all hell.
She is a necromancer.
She is a mass murderer.
She traffics with demons.
She manipulates people around her to achieve her goals.
She literally threatened someone with watching their friends get eaten alive by ghouls unless they did what she asked.
A villain protagonist does not need to have a "good" end goal. They just have to be a/the protagonist of the story being told, which Lily was.

He was a massive jerk during the Brothers' War and after that he became a little better. He was guilty for his brother's death but, conviently, he blamed mostly phyrexians. All he did after that was for destroying phyrexia, not for personal gain. He could have easily sat at the right of Yawgmoth and rule Dominaria and several other planes but he never did (i'll talk about his betrayal later)
At the end he was a complex character that i'd put in the WUR combination, being mostly blue and having the worst blue and white traits.
He had a very cold and distorted vision of the world. Everything was a pawn, or even better a cog into the machine that is the existance. A terrible view, but that also lacked some villain concept like cruelty.
The example is the killing of Tevesh Szat. He needed a soul for activating the bomb, so he had 3 options: 1) sacrifice his own 2) straight up kill someone 3) wait for some kind of loophole. He choose 3) which is the bluest option, not good but not even 100% evil.
Even in his betrayal he wasn't straight up evil. He didn't do that out of spite or for personal gain. He really believed Phyrexia was right. Phyrexia fit his distorted, mechanistic vision of the world and he wanted to be part of it.
At the end, it's hard to say that Urza is a villain because his vision of the world wasn't normal.
Glad to see that many condemn him for destroying nature and environment. Looking at the politicians doesn't seem like many share that kind of view.
Meanwhile Liliana is just egoistic over and over. She did her dark deal just to preserve her beauty and her power. Her vision of the world is that she is more important than anyone else because she is Liliana. All the Josu story was made to make her more emphatic and give good vibes, but in the end she has been an egoistic jerk for hundreds of year.

Using the storyline to back up your theory, 'Ajani's going to bring more planeswalkers to fight. Chances are at least one of them will be new to us.' for example is also fine. As unlikely as it is, I'm hoping for more occurrences like in Dominaria where Chandra received a Planeswalker deck card even though she didn't get a main set card. Nevertheless, this means only 9 out of 15 of the trilogy's walkers are for sure going to be different characters, provided there isn't any double booking like Sarkhan in Khans block or Huatli in Ixalan block.
Now, let's take a look at our potential ensemble cast.
Not included in this roster are the allies Ajani is said to have been assembling. The only walkers he's known to be acquainted with are his fellow Book Club members Tamiyo and Narset. Additionally, Ramaz, a minion of Bolas, is not included either. And then we have to assume Ajani doesn't drag along Narset who drags along Sarkhan who drags along Ugin. Domri is probably somewhere around too. It's a mess of possibility I'm not going to speculate on, so I'm sticking to the Gatewatch and Bolas League members.

This is a totally different situation than a normal set or block. This is a battle between Planeswalkers.
There could easily be more than the typical two-three we see in normal sets.

Yeah but how many 15 is normal and lets be honest its only really 9...Walker Deck ones are trash. So 5 per set on average? 6?
I mean doing normal math you already one over what is normal for main set walker. Although you can probably get away with 10 since Vraska also slots in as a Guild Leader who always get a card anyway. So basically with the normal deck numbers of 9 you can fit all the confirmed Walkers.
The Rumor for Core 19 is 5 mono color Planeswalker Decks but again those Walkers don't tend to be particularly relevant. Lili as B, Tezz as U, Ral as R???, Vraska as G???? Who knows for white maybe Bolas did some recruitment.

I'd imagine the Guild Champs get bumped down in rarity to Rare. I don't think two cycles of Ten Legendaries, along with a bunch of walkers, is going to fit very well. This is why I really don't expect all of the heroes and villains to get cards either, only important ones.
Remember that not every character that gets a set needs to occupy a card slot in the set proper/booster packs. They can have up to two planeswalkers per set appear in the story and be delgated to planeswalker decks. I imagine that's where we are going to see Ral Zarek and/or Vraska (unless they fit nicely into the set proper). Entirely new planeswalkers would more likely appear in booster packs, I assume.

As unlikely as it is, I'm hoping for more occurrences like in Dominaria where Chandra received a Planeswalker deck card even though she didn't get a main set card. Nevertheless, this means only 9 out of 15 of the trilogy's walkers are for sure going to be different characters, provided there isn't any double booking like Sarkhan in Khans block or Huatli in Ixalan block.
Now, let's take a look at our potential ensemble cast.
Gatewatch: Jace, Gideon, Chandra, Ajani, Teferi
Bolas League: Nicol Bolas, Tezzeret, Ral Zarek, Vraska, Liliana.
Not included in this roster are the allies Ajani is said to have been assembling. The only walkers he's known to be acquainted with are his fellow Book Club members Tamiyo and Narset. Additionally, Ramaz, a minion of Bolas, is not included either. And then we have to assume Ajani doesn't drag along Narset who drags along Sarkhan who drags along Ugin. Domri is probably somewhere around too. It's a mess of possibility I'm not going to speculate on, so I'm sticking to the Gatewatch and Bolas League members.

This is a totally different situation than a normal set or block. This is a battle between Planeswalkers.
There could easily be more than the typical two-three we see in normal sets.
I mean doing normal math you already one over what is normal for main set walker. Although you can probably get away with 10 since Vraska also slots in as a Guild Leader who always get a card anyway. So basically with the normal deck numbers of 9 you can fit all the confirmed Walkers.
Oh yeah sure the Planeswalker Deck is mono blue I expect main deck to be his traditional UB.
After we all know only Jace is allowed to get a good Mono Blue Card these days.

Remember that not every character that gets a set needs to occupy a card slot in the set proper/booster packs. They can have up to two planeswalkers per set appear in the story and be delgated to planeswalker decks. I imagine that's where we are going to see Ral Zarek and/or Vraska (unless they fit nicely into the set proper). Entirely new planeswalkers would more likely appear in booster packs, I assume.
