Now we all know that Angrath is a minotaur and he is a planeswalker who can't planeswalk such as Jace or Huatli, thanks to Ixalan binding.
However, he was mentioned on booster packs of Ixalan, so:
1) He is a planeswalker and his card will be in the set.
2) It's a spell that features him, but not a planeswalker card.
3) He is a creature because blah blah blah Wizards' quota for mythics, planeswalker colors and such.
As I said before, he IS on booster packs for Ixalan, not RoI.
And... Did we seen all rares from that list? What about cards like Captivating Crew that were spoilered only yesterday?

There are some cards we don't have exact text on because they were too blurry, but it's pretty clear from card layout that the remaining cards aren't planeswalkers. The sole as-yet-unspoiled mythic from the regular rare-sheet is a white noncreature (and nonplaneswalker). It doesn't have power, toughness, or loyalty.
As I mentioned above, the only rare+ card unaccounted for is the tenth DFC. There's been a floating theory for a while now that there is a green mythic DFC (because among monocolor mythics, every color has two except green which has only one). Could Angrath be mono-green?
It is looking more likely the tenth DFC is red and rare though (as each of the other colors got a rare DFC).

We've seen a complete rare sheet. Not all of it was legible, but you can clearly make out a column of Mythics with 10 mythics with know and an unknown White Enchantment. The other 4 Mythics are in another column and known as well. There are clearly only three walkers on the sheet and we know them all.

Dragons are on basically every plane, so narrowing it down to "a plane with dragons" narrows it down to; not Ixalan(duh), and not pre time revision Tarkir(even more duh?).

One of two balances has to be upset (every color gets two mythics or every color gets one fliprare) and I agree with you that it seems most likely the fliprare is the balance that gets completed (as I said two and a half hours before you told me!). That's why my original post had that emoji. I realized what I was saying was incredibly unlikely.
He could be a creature here (without the ability to planeswalk, is there actually any difference?) and get a planeswalker card in Rivals, but that would mean him being common or uncommon, and Wizards don't usually do non-rare legends. Also, it would be a disservice to such a badass character. So it is either a spell, or Wizards are going to pull some weird printing trick akin to what they did with Steamflogger Boss.

I just hope Angrath is RB. It would be nice to finally have a standard playable RB walker since it has been a long time since the last. Plus this would be the first real RB walker, and not one that started out red affiliated and then adds black for a second PW card. Angrath being a Minotaur has me optimistic that this will be the case, and would be long overdue for Rakdos style players

Why does it have to be one where dragons are significant? If he's only been to places or comes from a place where the only giant lizards that there are are dragons than wouldn't it be natural for him to mistake dinosaurs for dragons? It seems like dragons are much more common across the multiverse than dinosaurs are.
He's also probably not going to be in this set. The thing I find most interesting is that he has multiple horns. So far as I know we haven't seen minotaurs like that. His magic is really interesting too. Not just the chain manipulation but the whole internalized fire thing. He's already the most interesting new walker we've been introduced to in quite some time.

Yeah, it bothers me too. The plane should be crawling with planeswalkers right and left, yet apart the recent guests (Jace + Vraska) and one local, Angrath seems to be the only one actually stuck here.
Well, we know that Ixalan is hidden from the rest of the multiverse, so presumably that greatly reduces the chance of planeswalkers finding it. Huatli was born there of course, and Jace only found it because he planeswalked randomly in desperation. For all we know, Vraska and Angrath may have found it under similer circumstances to Jace. It's also possible, of course, that there are other planeswalkers trapped there, but they just aren't relevant to the story so they won't appear at all in the set. If a planeswalker was on the other continent for example. Or other planeswalkers that planeswalked to Ixalan could have died. Ixalan seems like one of the more dangerous planes for planeswalkers to visit, between the dinosaurs, pirates, and vampires. Maybe someone planeswalked right in front of a dinosaur and got eaten, or maybe they planeswalked into the ocean and drowned.
Yeah right. In thos constellation all mana symbols would be represented equally with 2 manasymbols each color.
I personally think both Ajani & Angrath will be 4 Mana.

My first thought after reading the story involving him was that it reminded me of Chainflinger, a card I played in T2 quite a bit back in the day. It seemingly does a lot of damage, so I'm assuming it's just some sort of burn ability, maybe a `deal X damage divided as you choose` kind of ability.
The card featuring the above art was just spoiled.
Its a threaten-like effect.
Possibly implemented in his card ?
Impeccable timing featured Ajani, but his later card didnt invole that effect.

A creature can't planeswalk at all unless their spark (if they have one) ignites. A proper planeswalker can planeswalk, barring Ixalan mojo.
It wouldn't make sense to do this with Angrath, since he's in the same boat as the 3 walkers in the Ixalan set.
I'm not only wondering which plane he's from, but how they plan to do his chain magic justice in his card.
