How about a 0/0 Sliver for 0? It shouldn't be a problem to keep it alive with all the boosting Slivers get. Or would that be too abuseable?

4/4 sliver when you cast it put 2 (0/0 slivers with graft 1) to play. All slivers have paly 4 proliferate pay 4 populate once plus an additional time of each time you ave used this ability this turn.
See 0/0 sliver tokens. with graft 1 fun uneque never going to happen because it would be initiative. Slivers used to be used for innovation now just inactivation.
Dominaria is scheduled to be 269 cards. M14, obviously a highly thought-out limited environment, was 249 cards, with 14 Slivers, 5 of which were a rare cycle, and a token-making sorcery.
While I agree with a high "as-fan" for an important draft theme, I'm not certain there will be 20+ Slivers.
As for what abilities we will see, a W Sliver with true Lifelink would make sense.
A B Menace Sliver since there are already 2 in R. We are also missing a true Deathtouch Sliver in B.
I think Flying, First Strike, Trample and Vigilance are rather well covered for the evergreen keywords.
I can see Double Strike in R.
An update on Synapse Sliver would be strong, maybe viable in U/G.
I'm surprised there isn't already a "Whenever a Sliver deals combat damage, put a +1/+1 counter on it" Sliver, could be new/good in R/G.
White, as king of efficient weenies, a new Blade Sliver as a W 1/1?
Sliver Gravediggers as a 3BB 2/2? U something Sliver with Flash, Hexproof, or Scry?
I love the grave digger sliver idea that would be great lave game or post boar wipe play him and a 1 drop and if your opponent lacks removal ally our sliver in the grave would be back in play in to time that would be so good.
Maybe a sliver that made you a sliver so you could get hex-proof and deal damage to creature that delt damage you and equal to you power and have absorb equal to your toughness that could also be fun.
I am hoping that at least 1-4 of the slivers will be modern, pauper, or legacy playable.
For that to happen, it would need to have relevant effects that aren't seen.
Obviously lets look at Legacy and Modern Sliver decks to see where the outs are.
Anthem Lords - Predatory, Sinew, Muscle (legacy and pauper only). I don't think Slivers need more anthem lords, so a reprint with new art of Predatory would make sense or a new sliver lord for limited or standard. Sedge Sliver is a special case providing an additional benefit with a draw back for its lord. This could work, a 3 mana anthem sliver lord that provides an additional benefit. This would primarily be for modern and would be a rare. Options are keywords to varied to make a list. Strongest would probably be Haste, Hexproof, or a Cantrip.
Protection - Diffusion, Hibernation, Hivelord and Crystalline - These are our protection slivers. They protect our slivers. There is not real upgrade for Crystalline and I don't think wizards are going to print a 2 mana hexproof providing lord. Any hexproof lord will most likely be 3 or more and probably not even that cheap judging by previous standards. Hexproof lord will be better for modern and this probably wouldn't be common. Hivelord is to expensive to see anything but a 1 of sideboard.
Utility - There are a lot of utility slivers which I am not going to go over. Some upgrades for Modern and Legacy slivers.
Life - A life sliver either lifelink or ENTERS the battlefield lifegain. We have sacrifce to gain 3 life in Darkheart, but an Enters the battlefield sliver to gain a set amount of life or equal to the slivers on the battlefield like Harmonic if 2 or 3 could replace Syphon and Darkheart Sliver. I cheap common 1 or 2 mana lifelink sliver would also be good for pauper.
Taxes - A Taxing sliver. I think the next 5 color legendary will probably be a taxing sliver. However, I think a cursecatcher/judge's familiar/mauseleum wanderer type effect. Each Sliver gains the ability counters target instant or sorcery unless controller pays (1). I wouldn't also mind a Thalia Sliver. Each Sliver gains the effect of Non-Sliver spells cost (1) more to cast. This would probably an expensive rare, but possible.
Mana - They aren't going to make a better mana dork than Manaweft, but a reprint would be good with new art. I think If they do something a sacrifice mana to gain mana might be interesting or Simian Spirit guide to cast Sliver mana. I would also like to see another version or a reprint of Sliver Hive. They could do a Sliver Banneret as well, just making Slivers cheaper to cast would be interesting for standard.
Card Advantage - The opposite of taxes. A cheaper more playable card draw than Dormant Sliver. I would love a 2 or 3 mana Sliver cantrip similar to Dormant Sliver just without defender. Slivers need a card draw engine. Perhaps even somthing like Sylvan Messenger. I think though it might be more like whenever a sliver enters the battlefield scry 1 or look at the top card of the library and if it is a sliver, you may put it in your hand. OR reveal the top of your library if it is a Sliver spell you may cast it from the top of your library sort of like a Vizier of Menagerie.
Combat tricks - Modern - Cheap flash, cheap trample,
Graveyard - Someway to deal with the graveyard. I am thinking Scavening Ooze, Loaming Shaman, or whenever a sliver enters the battlefield exile target 1, 2, x cards from the graveyard. A recurring sliver would be interesting, but I think broken unless stupid expensive. Another option would homing sliver, but for dead slivers. Slivers can be cast from the graveyard for a turn, gains haste, then exile them.
Kill - There are a couple ways to improve Slivers ability to deal with other creatures outside combat. Necrotic and Cautery are good. However, a Sliver spell that acts as Moonlit Hunt would be interesting as would a Sliver that whenever a sliver enters the battlefield Fight or preferably may fight or deals damage equal to another creature equal to its power or slivers on the battlefield or taps. A sacrifice for damage to target creature without cost could be good.
Slivers can beat other aggro decks, by being the better aggro deck. It can grind out some value, but help wouldn't be bad even though we are pretty good at it. The problem of the sliver tribe is Stack interaction and Graveyard. Slivers can deal with permanents although a non-6 mana fiend hunter varient would be interesting.
What about a more expansive to cast flying sliver that also drew you cards or a sliver that gave all slivers unblock-able to non-slivers but if you control 3 or more slivers all slivers you control gain whenever this sliver attacks draw a card.
New key words infect, prowess, raid, rally, Ninjustu, exulted, Bushido, bluster, proliferate, populate, hexproof, undying, persist, formidable, dash, ferocious, inspire, explore, enrage, landfall, or investigate.
I would like to see a 2 drop 2/1 black sliver that said all slivers have when ever you a sliver comes in to play gain 1 live as long as this sliver is in play or in your grave yard if you have 3 or more slivers in your graveyard you can play 2 life in addition to the slivers mana cost to cast sliver from your grave yard. This is a good mirror mach card because I care less about blowing up the field then my opponent.
I agree but hope that one day we will get a 2 drop sliver with a non-redundant mana ramp ability. So I could play one on turn 3 and play out my 5 drop on that same turn if I went 1 drap sliver into mana dork, mana dork. but it will never happen only elves get to do broken stuff. Like make 10 mana on turn 2 and play out their had. It is just wrong.

I can't see Exalted being used for Slivers. I can see it being used outside of Alara, but not for that.
Slivers really need a way to make card advantage, to help counteract the board-wipe decks. Maybe something like "if a non-token sliver you control would leave the battlefield, create a 1/1 colorless sliver token." Would probably be green or black. I really like the idea of a sliver that makes new slivers, or something like Awakening Zone, which would be a huge hit on flavor.

Reasonable speculation and hope that we get some better slivers for modern, popper and edh not to mention standard.
Plus people also disliked the fact they took a way the unique all slivers part of slivers. This change did not fix mirror matches in mad it worse because you both had basically the same deck and it boiled down to who had the better draw in the liner constructed deck.
I would love to see Slivers get counterspells, giving all slivers the "Ertai, Wizard Adept" or "Daring Apprentice" routes.
I think more sliver token makers would work well with the Daring Apprentice route, which works well with previously existing sac slivers like the Mnemonic.
in my opinion the old slivers were way better. They effected all card-zones and all slivers.
I don't believe this error has been addressed (I searched for 'zone' and found no other mention)...
The old slivers didn't affect any card-zone other than the battlefield. Crystalline Sliver did not give Sliver cards in your graveyard Shroud. Ghostflame Sliver did not make Sliver cards in your library colorless (sorry, Ancient Stirrings). Reflex Sliver did not give Sliver cards in your graveyard Haste (so if you were to exile one in the delve cost of Soulflayer it wouldn't get haste).

Well, if we're citing scripture, let's cite the relevant one.

Hibernation Sliver only grants that ability to Slivers on the battlefield, because 109.2 says exactly that.
If Slivers are in Dominaria, and Wizards gave thought to possibly enabling a five color Sliver deck in constructed play, what lands could they give us to push that design? We have Unclaimed Territory, they would probably give us Sliver Hive with new art, which would be welcomed. What else? Could they give us the enemy fetchlands in Dominaria? How about both painland cycles?
If they make Slivers more viable with new support, the old ones will see their prices go up. They’re not going to reprint the ‘All slivers get...’ slivers because they only plan to reprint the ‘Sliver creatures you control get...’ ones instead. Increased interest in Slivers + no new supply for the likes of Sedge Sliver and Necrotic Sliver means they’re likely to go up. Sliver Legion will go through the roof.
We had slivers unbalanced before. Could we do it again? Like, have more slivers in green and white? It might help with one element of slivers' baggage: Letting UR players draft enough non-sliver creatures. (Though obviously blue or red gets the prowess sliver.)

We have Unclaimed Territory, they would probably give us Sliver Hive with new art, which would be welcomed. What else? Could they give us the enemy fetchlands in Dominaria? How about both painland cycles?
The lands are interesting, and unclaimed territory would be an easy plant to exploit for any tribal theme, including slivers.
Currently, standard has two cycles of slow allied lands (i.e. lands that cannot produced coloured mana on turn one): cycle lands and checklands
and one cycle of fast enemy lands (i.e lands that can produce coloured mana on turn one): the enemy fastlands.
This doubling up on slow allied lands a departure from a pattern running back to at least original Innistrad where Standard would have (at least at the end of the format, when it was "complete") 10 slow dual lands and 10 fast dual lands. I was wondering why that might be so. Perhaps they are taking the opportunity of being on Dominaria to reprint all the painlands as you suggest (Since stuff like Karplusan Forest can't easily be reprinted just anywhere). If they anticipated ten fast duals down the pipeline, this might explain why they chose a slow cycle for Ixalan. And once KLD and AKH rotates, if the fall block has 5 slow enemy lands then the pattern will be restored.
On the other hand, with the return of core sets, the painlands aren't that hard to reprint any longer.

Not the same set but on the same plane so that's another way they can spread out enemy and ally rare land cycles.
