So what if he has ... protection from Red?
Or one of his abilities is 'target Planeswalker cannot be activated during your opponent's next turn'.
Or 'Remove 3 loyalty counters from target PW' or something.
He'd be the first PW-hate PW (unless you count Sorin's various PW stealing abilities). That'd be pretty cool.
It certainly possible that the character will be leading the "government" side in Aether Revolt, but his card will be in Kaladesh, this was confirmed at PAX. Indeed, they told us they would reveal his card on the last day (then they "forgot").

Oops, forgot about Garruk. Good call.
And yeah, in the end Baan is pretty dull. And I imagine the most common way to use him will simply be to minus him for value until he's gone. UNLESS the deck is super controlling to attempt to set up for his ultimate. It could be he's one of the lynchpins of a new Azorius control deck deck in Standard (oh how I hate them).

Swap his +1 and -1 abilities, then change his (now -1) ability to read "Until your next turn, target permanent's activated abilities can't be activated. If that permanent is a creature, it also gets -3/-0 until your next turn."
Now his -1(formerly +1) shuts down artifacts and planeswalkers for a turn as well as creatures.

I doubt they'd make his +1 unconditional draw a card with an upside, even if it's not a lot of one. I think his +1 just locking down the creature in general would have been a bit better, but likely too close to Tamiyo then.

True ... but it's still directly going after PW activations. So just that it's similar to what we were talking about earlier.
Artifacts are also really easy to deal with. And besides, it is likely that they will run out of energy at some point.
Unless you have that other artifact that gives you energy every turn.

Which is why it is good that artifacts are really easy to deal with (unless you play mono-black, but honestly, who in their right mind would play mono-black in standard?).
