Magic is predominantly High Fantasy but Sci Fi, Horror, Pirates, Ninjas, and other genres have been creeping in since all the way back to
Antiquities putting the whole Phyrexian Problem Thing on a more Star Warsy Trekky path than a Lord of the Rings path.
One of the options Wizards could do is to try to keep each setting, each plane, specific and centered around established Genres.
"This is the Metal Plane"
"This is the Indiana Jones Plane"
"This is the Trantor/Coruscant Plane"
"This is the Drive-In Movie Monsters Plane"
"This is the Dragon Plane"
"This is the Nicolas Cage Plane"
But. Well. See.
Planeswalkers.
And Eldrazi.
Marvel has war heroes, super heroes, gods, spies, mutants, aliens, cosmic beings, magic beings, and horror stories kind of all happening in
"The Multiverse of New York City"
And I'm wondering--- when will the Planes start to feel like a Multiverse of interacting and diverse characters with shared stories repeatedly
interacting with each other to solve problems, learn life lessons, and keep on living and enjoying Magic? And Dance Offs?
The fact that some beings can Planeswalk and others cannot is something that.....just....doesn't make sense anymore.
The Weatherlight could Planeswalk. The Phyrexians could Planeswalk. Many beings on Ravnica and Zendikar know what Planeswalkers are.
How long can the planes keep going their independent ways without curious inventors cropping up on different worlds and eventually inventing Portals?
Why wouldn't the Planeswalkers overtly help this enterprise? Do Planeswalkers tend to think themselves high and mighty and assume nobody on their native world
could possibly be smart enough to understand the Multiverse because they aren't a Planeswalker? Where are the Jane Fosters?
Further, it seems like a very good way to tell the Battle of Zendikar story would be to have the Planeswalkers form a New Coalition and enlist the aide of all the Planes
they know that might be important enough to be able to help.
I would really like to see an Actual Block set not on a Plane, but in the Multiverse. Does anyone think this is a thing that could happen?
Or do they see no signs of the Planehopping leading to this?
I am probably every color-combination it is possible to be, though it's really hard to figure out what it would mean to be 4-colored....it doesn't seem logical to be 4-colored without being 5-colored.
I can't give answers to all of your questions but I can say that yawgmoth got a portal made from dominaria to phyrexia, but it was built by the planeswalker Dyfed. there are most likely people interested in visiting other planes but creating a portal to another plane would require a lot of investment and knowledge of the multiverse, thus planeswalkers would be necessary for the creation. Also, most don't have the materials to make a portal, as the thran had powerful but highly dangerous energy sources.
Planeswalkers do think that not everyone should planeswalk because it would disrupt the planes and possibly cause something similar to what the phyrexians or eldrazi have done. also, what would you feel if you were one of the most powerful people, able to travel through the universe? Would you like everyone to do the same? Do you want to become normal again?
For the block based on plane hopping, do the core sets make sense? They are based on the whole multiverse but when you use the core set, it just seems like some random pile of cards right? The sets are based on plane to keep a story and not overload you with information. It keeps it organized, allows lore to be created, and makes the game interesting. So I don't believe there will be blocks like that, though maybe two planes could work together, like how yawgmoth had his portal to phyrexia
A part of me wondered if they were going to go more for the storyline being the bases for a block instead of welcome(or welcome back) to this plane. It seems that the new two set blocks make this more viable as if they keep with the planer block we would be visiting and revisiting planes nearly three times faster. Nichol Bolas, the Phryxians and the Eldrazi are multi-planer threats that could be explored in a block. I really likes how they handled M15 because it seemed really cohesive why we were seeing cards from different planes. I think they should do a combination of both. One block brand new plane story, next block multi-plane story. I think with the base sets going bye bye next year we will also not be seeing planes like Shandalar if they don't do multi-planer stories. Also I don't think that multi-planer threats mean we will have average joes just skipping planes. I think planeswalkers will be the ones that utilize it the most, but there could be negative exceptions to the rule like the Eldrazi.

I'd like to introduce you to Urza Block and Masques block. Both took place on multiple planes: Urza's Saga had Dominaria, Phyrexia, and Serra's Realm. Masques block took place on Mercadia, Rath, and Dominaria.
Urza block felt coherent, as it was following a single character (Urza planeswalker) during his life, from the end of the Brother's War and destruction of Argoth, him becoming a planeswalker and locating Phyrexia, attacking Phyrexia and getting overwhelmed by the corruption of the plane, him fleeing blindly with Xantcha in tow, him stumbling into Serra's Realm, Meeting Serra, Phyrexias attack on the realm leading to Selenia getting caught by the Phyrexians and starting the realms destabilization, to his return to Dominaria, visiting Shiv looking for clues to what happened to the Thran, and him establishing Tolaria before starting a long running plan to destroy Phyrexia.
Masques was a collection of three disjointed stories, with a lot of pointless deaths (Rayne for example).
The only reason either actually worked was because both were part of the greater Weatherlight Saga, and even then Masques block was poorly handled.
In the current block structure, it is highly unlikely that we will get a new story that takes place on multiple planes. Creating a new plane takes a lot of time and resources (as anyone who has dabbled in world building can tell you). However, the new block structure also allows WotC to visit more planes more often, as they can spend either two sets, or four sets, on a plane depending on the story they want to tell.

The answer is purple because ice cream has no bones.
I think there is one aspect that makes this less likely, new sets need to be grounded in a plane as a source of creative/card design. Magic Sets need to be happening somewhere do fill in all the background scenery.
Look at core sets as a counterpoint this have blander flavour because of the more generic nature, even then they been injecting more and more grounding of planes into them.
While it does seem highly unlikely that any of the things mentioned by the OP will ever happen, it does bring up a rather fun mental challenge. How would you design Marvel character inspired MTG cards? Here is one I threw together as an example:
No matter what, wolverine needs to have regenerate! I see your point with red/green though. Basically, take Feral Animist, raise cost to 2RG, add double strike, regenerate and legendary and you have a pretty good version of wolverine.
I made a proxy Cube about a year back filled with Marvel, DC, STar Trek, Star Wars, anime, and other miscellaneous characters. The power level of the cards is ridiculously pushed because we wanted them all to compete on the same level as some of the best cards ever printed such that it might actually be difficult to choose between a Time Walk and Galactus. Here's my planeswalker take on the cosmic entity:
That Galactus card is rad. It really captures the character well. If I was designing the card, I'd make a couple minor tweeks though. Personally, I'd like to see the token generating ability be +2 loyalty. The land destruction be +0. The -x ability should have x +2 damage. And I'd raise the ultimate loyalty cost to -13 (this is under the assumption of +2 loyalty for the token. If you were to keep the loyalty gaining abilities at +1, I'd reduce the ultimate cost to 10. It shouldn't take 7 turns to use an ultimate imho). Very cool card though. I'd like to see some of your other Marvel inspired cards.

That's pretty cool, have you thought I having him make Legendary herald tokens? or some other twist that keeps him from having multiple heralds?
A cool flavour approach would actual be him "recruiting" an opponent's creature as the herald, hand then be unable to attack the owner of the creature, Interesting in multiplayer games.

Also as a joke, every time you get more then 2 marvel characters together, search your library for a copy of wolverine and put him into play.
Actual I think this cardFeral Animist is a pretty close idea of wolverine.
