Two more Inside R&D videos were just uploaded on YouTube, and in one of these videos (The Crossroads of Fate Reforged), Ethan Fleicher says something kind of interesting when talking about Marang River Prowler: "I think you'll find that he'll work very well in Dragons of Tarkir, but in a different way."
Seems like a hint toward the blue/black mechanic for Dragons of Tarkir

On a more constructive note. Cipher was a good idea back in RTR. But like delve, it is really hard to balance. You either get a good ability that is overcosted or a useless ability.
Why would poison have anything to do with the River Prowler? Sure, that's a BUG-like mechanic, but what would river prowler possibly do for a poison deck? He doesn't do poison damage and he can't even block.
UB enchantment that mills opponent when a creature enters the battlefield or deals combat damage to a player. I mean come on, how can it not be something to do with mill.
My first thought was actually prowl. Not sure quite how reasonable that would be. It is kind of like delve in that it allows you to cast expensive things cheaper by jumping through hoops, and it would be kind of cute for Dragons of Tarkir to mirror Khan's warrior tribal with rogue tribal. Unfortunately, there are only three rogues in Fate Reforged and two of them are red, so it doesn't seem likely.
I hope it's some Dragon sac effect. I know the devour mechanic isn't supposed to return to Standard, but appeasing Dragons through sacrifice remains an iconic theme.
We're definitely not gonna get Delve back. Same with Ferocious (Temur) and Prowess (Jeskai). The mechanics for DTK is Dash (Rakdos), Bolster (Selesnya)and 3 other new ones
It's pretty clear that the new Sultai mechanic (I guess I should say the Silumgar mechanic) will have something to do with sacrificing your creatures or otherwise make it desirable to have them die. We know that "[Louie Mechanic]" will loveSultai Emissary and there's a number of other "sacrifice me" type effects in Fate Reforged.

I think this looks to be the case since it works with both cards and works very well with Delve and wizard did want the Dragon mechanics to mesh well with the Khans mechanics, since bolster works well with outlast and raid with dash.

Because it is incredibly flavorful for the neo-sultai and easily supported with just a few "dying matters" cards. It reinforces their idea of "reusability" of creatures and since the abzan/selesnya are dropping their whole necromancy thing, somebody has to pick up the slack. Qarsi high priest being a great sac outlet makes me think the Dimir mechanic will be "dying matters". Zombies are also tipically blue/black, so it definitely fits, according to my weird logic.
Neither card works well with Undying cards, though.
A mechanic that cares about things being cast from the graveyard/exile. Blue casts from exile occasionally. Black likes playing things from the graveyard. Green sometimes brings stuff back from the graveyard. Makes sense with Delve, too.

It's bloodthirst! The prowler is an enabler.
It's unleash! That way, not being able to block is on-theme.
It's devour! Obvious fodder for devour is obvious.
It's buyback! So that when your hand overflow with cards due to buying them back, you can discard the prowler.
It's cypher! Prowler can't be blocked.
It's shadow! That way, prowler unblockability is like a proto-shadow.
It's morbid! Because the prowler loves to die.
