If I recall correctly, Emblems already *do* go to the command zone. They just still can't be dealt with. (Except Karn reset.)

They don't need any rules change to have spells that "deal with" emblems. They just don't print any because they don't want to do that.

Better throw in a guess so I can be proven wrong. Wizards has decided to shake up Modern by making Onslaught block legal. Mind's Desire is added to the banned list. Onslaught block is scheduled to be reprinted as a whole, like the Alara block foil boosters.
huh... more story lines, more worlds... more stuff in general. new themes, and they can take a few more risks with them, too, because each individual set is smaller now.
