Of course it's far fetched, and ever-so unlikely due to the need for DGM to rep all ten guilds, but it is fascinating that, after the B-focused Torment and the WG-focused Judgment, we never got the U or R sets, and now:
The packaging for RtR is all blue Gatecrash is all red, and teaser roads point to Niv Mizzet (and thus Izzet) being the focus of GTC.
So while not likely to have unbalanced card colors in the set, it could still sort of be the completion of that mega cycle in terms of giving love to the colors....

Maro has said that color imbalances within a set make for bad Limited environments. Even in Avacyn Restored, where black has as much quantity as every other color, but lacked in quality, poor and unbalanced Limited play was cited as that set's main weakness.
Also, Judgment and Torment were in the same block. How would Dragon's Maze, a small set 10+ years later, be a conclusion to a "mega cycle"? In the past, when they've done such things, they've completed the cycles in the same environment (like the Swords on Mirrodin/New Phyrexia), or in consecutive blocks (I guess there was some megacycle of lands during/around the Weatherlight saga).

I hope that is not the case. Blue is the focus of all Magic, or at least it seems like it somtimes. It does not need to be the focus of a set. Plus I dont think Wizards would bother finishing such an old cycle.

As I said in my OP, I recognize the far-fetchedness, and of course see the absurdity of it in a 10-guild set. So no, not "really." Also I know maro and others have said they didn't think the color imbalance worked so great.
I don't think the blue and red will have literally more cards printed than the other colors.
But by making blue and red, and their guild god thematically important, it is simply giving a nod to the mega cycle. That's really it.
Dragonmaster Outcast's comments about the blue Dissension and red Guildpact packaging is the comment that truly throws water on my idea.

The thought is interesting, as it would seem to fit the story for DGM, and we know Ral Zarek is in, but the biggest issue is marketing. They have heavily marketed this block as guild based, and choose your guild. They wouldn't do all of that and then rip it away in the third set.
Nope. It is the completion of the Return to Ravnica block. Stop reading more into stuff.

I always thought that black took from the other four colors in Torment and G & W took from the th other three in Judgment.
For reference:
Torment: 40 Black cards, 28 Blue, 28 Red, 21 Green and 21 White.
Judgment: 33 Green, 33 White, 27 Red, 27 Blue and 16 Black.
the next 143 card set after this was Legions. Each color has exactly 29 cards; so you are spot on that blue and red were just normal old average.

The first step is to question what Rosewater has written, the only piece of which I've found to even be mildly hinting at something was this:

Furthermore, in the last event there were the Nephilim, and Rosewater did mention he wished he could have made them into legends. There's also the problem with actual drafting for the ten guilds, and the push in the packets to have:
-Gates
-Shocklands
Now the common assumption would be to pick 3 colors to have an overlaping guild, but there's also the potential for two non overlapping guilds.
The "metacycle" would be to push 4 colors rather than 3 to be the "not Apocalypse" or "not Alara."
