Sorry, misread it as 3RR. Need some sleep.
Anyway, the idea of a playable red planeswalker for 3 is just too sweet, I even doubt it is possible. On the other hand, mono Red decks are in a very bad situation now, no one expects them to show up, so it is in Wizards tricky nature to print a red mage's dream now.
A playable 3CC red planeswalker is quite possible:
Something like:
1RR
+2: Deal 2 damage to target creature, it can't be regenerated.
-3: Target creature you control gains double strike until end of turn.
-7: You get and emblem with "Creatures you control get +2/+0 and have haste".
Loyalty: 2
Quite playable, maybe not in the eternal formats, but quite good in standard and possibly modern.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
If they print something like that, it will not cost lesser than 20$. Seriously, it would be the strongest red PW ever. I don't think they are so keen on resurrecting RDW. I'd say Ral can do something like
+1: Ral deals 2 damage to target player
-2: creatures your opponent controls can't block this turn
-4: you get an emblem with "(some mass Izzet guild mechanic effect)"
Loyalty 3

Its more that his +2 is WAY better than Chandra's +1 and she costs 4. I know she is bad, but this is SO much better.
It only targets creatures though, while Chandra's can hit anything if I recall correctly (let me go check: Yep, and her second ability effectively doubles the power of your next spell, while the ultimate is a mini-inferno hitting up to six targets for 6, her second and third ability are better than the ones I posted, if power becomes an issue, remove the non-regeneration clause of the first ability).

The white streak in the hair is a pretty distinctive visual mark. I doubt they would make two major characters with that feature to prevent confusion. I also doubt they would feature him on a playmat if he wasn't going to be a character in the set (see: Nicol Bolas and M13).
So, I'm guessing that Jace will be mono-blue and Ral will be blue/red, which has some precedent (see: Liliana of the Veil and Garruk Relentless).
Don't forget Innistrad was the first set of a block and had 2 black Planewalkers. Also, last block we had:
1 with green
3 with black
1 with white
1 with red
1 with blue

IIW for any CCC (pick the highest one in the list):
A high-costed equipment (I want it big, but make sure it isn't nutso-broken with Stoneforge. So a high equip cost or a benefit for casting or something)
A Squirrel Wizard
A G?? (1-3 colors, including green) legendary creature with its main strat based on not attacking

The white streak(s) are distinctively different to me between the two images. One has a singular pronounced streak and the other has multiple less pronounced streak. Also check out DKA's Game Day mat
I think it was MaRo that said they don't really care about color balance when it comes to planeswalkers in a block.
That's the point. I see people trying to make an argument that Ral cannot be in RtR, because we KNOW Jace is in and Jace is already blue.

Still don't think they will print UU Jace and UR Ral. It seems like people just want that for their Delver decks, or simply because this combination of colors is popular, somewhat aspiring.
And no, ISD Garruk is mono green by all means that matter, so the closest thing they did so far is printing Lili in ISD and Sorin in DKA. Which actually leaves our case unprecedented.
After all, Ral just "looks and feels red". And I don't see why an Izzet-affiliated card can't be just red. They aren't all multicolored, are they?:)

Actually, in a very real way, Garruk is not green in all means that matter. You can't use him in EDH without black and green in the commander's identity.
And while I can't deny the possibility of a mono-red Ral, they very specifically called him out as an Izzet Guildmage. Not just Izzet affiliated, but holding the physical rank of guildmage. It's possible he'll be our first hybrid walker.
INN garruk counts as B/G because his second side ARE black flavored abilities, his colors ARE B/G.
having walkers in the same set/block is NOT unprecedented.
azorius jace and izzet ral would be completely fine, and most definitely not some "never before seen" thing occured, since they've put the same color in 2 different walkers since series 2 walkers.
@poecifer: dimir is GTR, jace is in RTR, which means jace will NOT be dimir. mono-blue, WU, or UR are jace's only options.
Meanwhile......Jace should stay Mono-U. U/R is not in his character. The 2nd walker SHOULD be Ral or some other character, maybe a Golgari walker or a Selesnya walker, even though I really hope it is Ral. If Ral isn't in RTR, he may never see print.
That's the point. I see people trying to make an argument that Ral cannot be in RtR, because we KNOW Jace is in and Jace is already blue.
Wizards said this a couple times, but their apathy toward planeswalker color balance is a soft rule, and only goes as far as reason takes it.
For instance, in Tibalt's unveiling article:
Well. Taking a look at the block, Innistrad has a black Planeswalker and a green Planeswalker who is kind of maybe sometimes black when the moon hits him just the right way. Dark Ascension has a white-black Planeswalker whose play pattern drifts heavily toward the "white" end of the spectrum. That means you probably want to make this new 'walker in blue or red. Both options seem pretty reasonable, so which one do you choose?
Tibalt was red because he was hideously underpowered. Or was he hideously underpowered because he is red? Hard to tell these days.
I think we will get UU Jace and UR Ral. Because red decks get nothing.
For what it's worth, Wizards says they're not afraid to push Jace in whatever direction he goes in.
I am hoping for :symru::symru: Ral because Wizards has an easier time of making better blue abilities. It's easier to subconsciously lean towards the "color of knowledge" when you consider yourself intelligent, and it's good to remind them of where red and blue overlap.

That would be fun, I'm in for for mono-U standard superfriends! Ahahah that was a good laugh... it won't happen. I do think we'll definitely see a hybrid mana Walker, as it is their first opportunity to do so and it will be very interesting to design and very appealing for colour splash opportunists. But not Ral, or not in the first set.
Perhaps you should just send WOTC a resume and tell them why you're better at Magic than one of their employees instead of complaining here, where nobody really has any authority on the matter.
Well, it mustn't feel right to have 3 dragon walkers. So wrong that Nicol Bolas whacked the dragon walker Ugin on the way to Zendikar block. We're not certain at all that Ugin is even alive (and Sorin has sure given up on trying to contact him).
Yeah, UR Jace makes absolutely no sense to me, too. UW spellcasting, UB taste in women...UR or UG makes no sense at all.
However, I'm still betting that Ral Zarek will show up in RTR. Come on, follow up with ISD!
Ugin is very much alive. He's one of the oldest beings in the multiverse...we are talking like makes Nicol look young.

Uhhhh, you're pulling that out of nowhere. I am absolutely 100% certain of that.
A) Nicol Bolas IS the oldest being in the entire multiverse. 25000 years old.
B) Ugin is in limbo. There is no confirmation he is either alive or dead. However, circumstances lean towards dead.
Yes... That is, again, my point. They can print whatever the hell colors they want now, they'll somewhat balance things up when they feel like it.
