Black Knight is way too strong for a black weenie. Two mana 2/2 first strike with pro:white? Compare that with other black 2 mana creatures; the best I can think of is Nantuko Shade, which beyond being a rare would also die in combat to the knight unless you pay an extra
They must be stingy on the textbox budgeting, then.

Yes, you said why. Only because it is black. If there was a spell that dealt 2 damage for :symu:, it wouldn't be too strong, it would be simply out of flavor for blue.
It's more complicated than that (it always is :)). The fact that both these cards are out of flavour makes them better. Blueshock, were it printed, would instantly become the best blue burn spell in Magic. So, because these cards are out of flavour, there is less of their kind in their own colours, and therefore they stand out as being unique and therefore best in what they do.
A blue shock would be insane! Think about it. The last strictly blue DD spell we had, other than pingers, was Psionic Blast; it dealt half of its damage to you (4 to opponent, 2 to you). A dd spell with no drawbacks would rule blue. Every deck would run four, regardless of genre or format. Blue normally doesn't deal with direct damage, but deals its "damage" through mental overload (drawing and bouncing perms).

Blueshock would be a rare, because blue's noncombat damage always comes in the overcosted Tims or something else that's extremely unworthy of being used.

Red can't do much either, but that's what you get for being an enemy of white: you get hosed a lot.

The biggest reason for Black Knight not being in a core set isn't so much the protection as the first strike. BUT there's a problem with that theory too: Nekrataal (which is THE most recent creature with its name the same as type if you count core set) has First Strike.
I believe Nekrataal was voted into 8th. Core sets haven't gotten reminder text for protection yet. First strike has. As long as it doesn't blatantly ruin flavor or break games, black things can have first strike in core sets.

But it was one of the choices that WotC set. Still, First Strike is not a black ability just because a core set creature with a funny name happens to have it. Even though First Strike can be given to one or two black creatures as an exception, it doesn't mean that something that has another strike (no pun intended) against it will be able to have it. Black Knight is a strong black weenie with no drawback. It's quite out of colour these days.
The last time black had a first striker in a core set was in 5th edition--Black Knight and Knight of Stromgald were the only two creatures to have first strike for that colour. In 4th edition it was black Knight and Cosmic Horror. And from Revised and beyond Black Knight was the only creature to have first strike for black.
White has had first strikers, but a little more than black. In 8th edition, Razorfoot Griffin and Tundra Wolves dominated.
Seems to me like First Strike is more of a white ability though black has gotten it on the odd occassion. I'd like to see more, but I'm sure black will see more Fear-based abilities more than first strike.

Knights are nice to be reprinted.. but new nights would be MUCH better. You don't see new ones too often and I feel printing one in the next set before the CORE set is released is a good sign it may be in the CORE set. Just my thoughts. As meaningless as they might seem, they are still a though.
For the record, I would not be surpised if they reprinted Skyhunter Prowler in the next CORE set... it's common and ellogant in a way.
If they replace Diving Griffin with that, it'll truly complete the Regression of power level in core sets.
