I think I'm down with the 1GU cascade bear more than I would be with a BU cascade bear. In Legacy, a BU deck is generally a control deck, and won't want to play things like this. But for three mana, I'm going to try this over Guided Passage in my RUG deck.
Guided Passage generally gets me a fetch land (after my mana is already fixed), a Noble Hierarch, and either a Bolt, a Force, or a Brainstorm, depending on which is least important. The cascade bear will cost the same amount of mana and will be able to get me a 2/2 and a cascade at 2 or less, which is probably a good deal for me.
Most of the fair cascade cards cost about 2.5-3 mana more than a fair card without cascade would. This might be considered 1.5 mana over, but it's still less than what a fair cascade cost would be.

I think the bear can still work like a tutor in a edh deck with out 2 converted mana cost spells.

The ninja.. meh, never been fan of the ninjas.. and i can only see a Wrexial, the Risen Deep there.

The rock is cool, i know there are better stuff regarding the mana ability but the plane ability is pretty useful and really feels part of the set theme, like command tower did.
I like it that we are getting more stuff that interacts with things in the "command zone".

The draw a card, deathtouch, flying 2 drop(wich reminds me of Tidehollow Strix) is a very good creature but not that relevant since it will only be eternal-format legal, other than that, it will only be another usefull spell in an edh deck or part of a cool casual deck.

I'm sure this has already come up with the double cascade creature revealed by Wizards, but I don't know the answer: If this 3cc 2/2 with cascade were legendary, would its converted mana cost increasing every time it goes back to the command zone then also increase the cc number the cascade ability allows for?

No. The only time a CMC changes is with X spells. In all other cases a card's CMC remains the same no matter what cost increases or reductions are applied.
