A Rebound Shock for 1Rwould be a finely balanced card that would see Standard play, I'd strongly consider maindecking it over Searing Blaze.
I would have a tough choice choosing it over Searing Blaze.
Unless of course it cost 1 for a rebound shock, but that's too good. That's 4 damage for 1... That's just not going to happen. If it costs 3 that's just too much for red removal, and at shock damage its too small by then to kill a creature you want to kill.
2 mana seems just right.
3 damage is very relevant, hitting things like Wild Nacatl, Loam Lion, Vampire Nighthawk, Kor Skyfisher, etc... The nice thing is that this could hit two creatures or go to the dome twice. It would be a sacrifice between damage output and efficiency or versatility.
Though assuming Staggershock is 2 mana for a rebound shock, it would allow you to run Plated Geopede in RDW if you used it over Searing Blaze.
As it stands, Searing Blaze conflicts with the Geopede because you have to have an uncracked fetch on your opponent's turn for Searing Blaze. So that's something it has going for it.
Either way, Red is looking great right now.
Lightning Bolt is the most efficient burn spell ever. Period.
Burst Lightning comes in as a Shock, but late game it hits Malakir Bloodwitch, Dragon tokens, a pumped Vampire Nocturnus, and other relevant 4 toughness creatures.
Searing Blaze gets you two Lightning Bolts for two mana, but with a catch of needing a land drop, and having to hit a creature and person.
Assuming Staggershock is what I would want it to be, its two mana for two shocks but you can hit anything you want, unlike Searing Blaze.
That's a lot of all really good choices for red removal.
For those saying R cost; thats not going to happen. RDW is kept in check by being unable to come up with effective damage to finish off people in their card pool and running out of hand. If you gave them a deck of nothing but lightning bolts, it would be insane. And a 4 damage for 1 mana is even better for them than lightning bolt.
These decks would be happy to play flame rift in terms of efficiency. If its a recurring shock via rebound, its going to cost 1R or even more
2R would be Way Too Weak. Come on, it's not a Javelin, it can't even deal with a thrinax!
I believe that 1R would be right.
Besides, at 1R, it's slightly compareable to quenchable fire

If I have something out with First Strike then your deathtouch and power increase is useless. Where as my First Striker can still be burned, or you can ignore it and hit me at the dome directly if I'm a few points away from death.
