Force of Will is not plausible. The artwork doesn't fit Force of Will at all, nor does the history of From the Vault. You can want it to be all you want, but this art makes absolutely no sense as FoW, and with what a PR disaster the Commander's Arsenal was, there's no way they would print a foil in this that they know will drive the price to 10x MSRP.
Anything is plausible at this point. Reread my statement and you'll see that I said it's unlikely, but to use absolute statements 2 days after the announcement is just moronic.

Half of those that you listed with promos were 5+ years ago, which is long enough, in my mind, to be reprinted again.
I am not sure why them having been reprinted should stop them from being reprinted here, if they were a pivotal card that was part of winning decks than they shouldn't be tossed out, although I do understand that not every card will be $10+.
Frankly, I would like some of them to be re-reprinted again, but that is just me.
To me, the art and flavor looks like a blue card. Or at least blue magic. Mother of Runes doesn't really fit I don't think.
Anyway, I'd normally suggest Force of Will, but not only might that be a little pricey for a FTV, but FoW is defensive magic and the art here screams to me offensive magic.
So yeah, I'm guessing Control Magic. And if what people are saying about the skulls is true, that solidifies my guess even more.

How can you say with 100% certainty that it is not Force of Will or Mana Drain? She appears to be casting a blue spell of some sort. Obviously it's not Camel, but any blue spell that is not on the reserved list is plausible in this scenario. And at this point, wishlists, hopes, and dreams are all people have. We have like half a year to discuss this, so it's not like people are wasting time by posting stuff like "I hope it's Mana Drain." If you want a better discussion spend some time making a list of every card possible by going through each and every deck list so you can have actual evidence to refute cards. If you don't want to spend the time doing that, let people speculate. It doesn't hurt you any.

Control Magic, however, completely fits. Aside from the artistic throwbacks to the original artwork, the blue light in her mind particularly combined with the glowing blue eyes is indicative of a form of psychic possession (You will note that Magic artwork has very little precedent for spellcasters' eyes glowing while casting a spell). The only part that makes me think it could be Mana Drain at this point is the smirk on her face, however the eyes glowing and the hand fit that idea while the energy in her head makes slightly less sense.

If I could bet money on the preview art, I would put it all on Control Magic for sure. My thoughts:
1) This lady looks way too relaxed to be casting Force of Will. Think about the concept behind what FoW does...all of the sudden...without mana...you pay your own life to stop what your opponent's doing. The woman in the preview looks like she's casting her spell effortlessly.
2) The skull in the background could indicate she has an affiliation with black, but...but both CM and Mystical Tutor had skulls too...and they're straight blue, through and through.
3) Speaking of Mystical Tutor, the woman on that card had "sly grin" similar to our mystery woman in the preview art, but come on, MT already got the FTV treatment...it seems silly to do a reprint so soon in the FTV series.
4) I feel like the woman in the preview art looks way too menacing to be a Mother of Runes. She looks like she's about to steal something with her blue trickery to me.
5) Let's be honest...the artwork for Control Magic and this one are so similar!
6) The green staff definitely throws me off some, but was Noble Hierarch ever really a "championship card" that would deserve to be in a set celebrating 20 years of magic?
7) If you look at the most recent art for Mind Control, both the mage and the creature depicted have a blue sphere above their heads...and so does our preview art woman...maybe yet another nod to Control Magic?

For a while, they created a loophole with the reserve list where cards could be printed "in foil form, because they're different." People complained, so they have since patched that loophole to include all playable versions of the card. So, unless you can't legally use FTV:Twenty in tournaments, there won't be anything on the reserve list in it.
You can see that this is the case with the oversized sliver queen card that was recently printed. It's on the reserve list, but you can't play with an oversized card, so it was okay to print.
I see Fact or Fiction in that artwork. Five fingers, five magic points converging into one, a "mind's eye" of sorts on the mage. And she's in a library. Gotta be FoF.
Keep in mind, in your speculation, that each card had a key role in a premier tournament-winning deck from each of the last 20 years. Go back and look at the top decks from each year. I expect another Mirari's Wake or possibly Decree of Justice to represent "wake decks." What else? Something from Affinity, something from Goblins\sligh, faeries, academy, necropotence--think along those lines.
I could see this being the list a mix of a few high value cards and mostly $1 or less cards. All the cards on the list though look iconic so that angle also makes sense.
The only valuable card on that list is Bitterblossom. In fact, that list is barely worth more than MSRP, which would be a huge let-down (though not quite an FTV: Legends-level disaster).
