Can this card 'flashback' itself since it doesn't target? Sort of like how Lightning Bolt sometimes increases goyfs toughness on resolution and can't kill it when it was a 2/3 without an instant in the yard? Do the same type of rules apply here?

No. A spell is put into the graveyard as the final step of resolving it. This is before state-based actions are checked, which is why goyf survives sometimes, but it does not happen in time for Mission Briefing to target itself.

No. A spell is put into the graveyard as the final step of resolving it. This is before state-based actions are checked, which is why goyf survives sometimes, but it does not happen in time for Mission Briefing to target itself.
