Yes you are correct, a spell's converted mana cost is always what is printed in the top right hand corner.
So in the case of Mizzium Mortars, it's CMC is always 2, whether you Overload it or not.
Sorry if this isn't the place for this question but I'm a little confused. Does that mean a Miracled Bonfire of the Damned has a CMC of 1 then? Or is this different for X spells?
When determining CMC of an X spell, X is added to the CMC. So if you fireball for 2, you get a CMC of 3. On bonfire, the principle is the same, so the CMC of a bonfire for X=2 is 5.

I know that but Miracle and Overload are an alternate cost. According to that explanation on Overload, a Miracle Bonfire would have a CMC of 1. At least that's how I'm reading it, since the Bonfire has 2 Xs except when Miracled and it would make much sense to apply 1 X to the 2 in the CMC at the top.
Bonfire of the Damned is a little weird when you cast via miracle. The CMC of a spell with X in its mana cost is X + the total of all non-X costs. When casting Bonfire via miracle you are still choosing a value for X. In that case while Bonfire is on the stack, its CMC is X + X + 1 even if you cast it via miracle.
So a Bonfire that is cast for 5R via miracle has a CMC of 5 + 5 + 1 = 11. Weird.
How does it work with cascade? Can I Bloodbraid Elf into Overloaded Mizzium Mortars?
No. Cascade allows you to cast the spell without paying its mana cost. Since you don't get to pay its mana cost you can't choose to pay its overload cost. Cascading into a spell with overload will never let you cast it via overload.
That means that the original Izzet Guildmage could make copies of an overloaded Mizzium Mortars (http://media-dominaria.cursecdn.com/attachments/100/880/635032498325295196.jpg), with nine total mana producing 8 damage to each creature you don't control
