Have some questions... some out of curiosity, and others out of confusion. I haven't been following the Mother Site for some time now, so if there are any answers in any recent articles, please link so I can read up on it (and please include what topic/question the article(s) will be addressing).
1) Is this the first set in standard to support multiplayer (not including fringe cards like Spectral Searchlight as OG Ravnica was more about guilds and color pairs) and Commander?
2) Why was this direction created (Brawl support, I am guessing - but is there more)?
3) Speaking of Brawl... will it finally find itself in Arena w/ TOE [I did notice a brawl-like situation, but I was under the impression that it required a "signature spell" that can be recast from the Command Zone]?
4) Any guesses or known info to how the pre-release will play out w/ the "Commander" themed cards in play? Thoughts on this:
__a) Would this be a possible solution for Brawl at a prerelease: 3 TOE packs, 2 M20, 2 WAR (I know, 7 packs, not 6, but variety must be given)
__b) Would there be more Two-Headed Giant than 1vs1?
__c) What other mutliplayer formats can be allowed/sanctions?

I can tell you that there is a live Brawl mode right now, at least, using cards from Throne of Eldraine. I wouldn't say it supports multiplayer, per se, anymore than any other Standard set does. Some of the spoiled cards that reference each opponent actually are only found in the Brawl decks, for instance.
As for four, my friends and I used to heavily play Emperor back in the day, but I haven't heard references to it in forever. I'm not sure why people don't play it more, because it's really fun.
Most of the commander cards are for pre-made brawl decks and not in Throne of Eldraine out right.

Yeah it looks like you have a pretty severe misunderstanding of what’s going on.
Rather than answer most of the questions since they hinge on a single misunderstanding I’ll just say this; the cards in the brawl precon decks, while standard legal, will not be found in draft boosters. Meaning they won’t effect prerelease, they aren’t a factor in the design choices of the set itself and the set itself is not designed to support multiplayer in any sort of special way.
Brawl is live on Arena now with a special event that allows players to play the precons.
As for the brawl like format that sounds like you’re talking about Oath Breaker.
