but here, it's part of the exile trigger like it is on Banisher Priest.
I'm inclined to believe the return from exile is unpreventable unless you maintain the monarchy.

The card doesn't mentione that the creature returns if Palace Jailer leaves the battlefield so i assumed that if PJ died while you're still the monarch the creature is exiled forever
The way that Palace Jailer's ability is worded, the effect's duration time is part of the initial triggered ability. Since the exiled creature gets returned due to an event specified in the triggered ability itself, rather than due to another ability on the Jailer (unlike Fiend Hunter, which has a second trigger), the Jailer's presence has no bearing on whether the creature remains in exile. Once the specified duration ends (i.e. an opponent becomes the monarch), the creature will be returned.
EDIT: Also, this would probably be more conclusively answered if it were moved to the Rulings subforum.

Straight from the Release Notes:
If you're not the monarch as the second ability resolves, the creature will be exiled until there's a new monarch and that player is one of your opponents. The creature won't immediately return just because an opponent is the monarch.
Palace Jailer leaving the battlefield won't cause the exiled creature to return. The game will continue to watch for the next time an opponent becomes the monarch.
The opponent that controlled the exiled card doesn't have to be the same opponent that becomes the monarch in order to cause that card to return to the battlefield. Any opponent becoming the monarch will cause the card to return.
The exiled creature will return to the battlefield just after the opponent becomes the monarch.

The clause doesn't say "until an opponent is the monarch", it says "until an opponent becomes the monarch", and thats an important nuance since as per the release notes, the creature will stay exiled even if an opponent is the monarch once the trigger resolves, it only ends when during the action of an opponent becoming the monarch, no matter who was monarch previously. Furthermore, if an opponent is already the monarch when the ability resolves, it won't end even if they play a card instructing them to become the monarch, as per the rules; "Abilities that trigger whenever you "become the monarch" trigger only if you aren't already the monarch"- in a 1v1 game you must become the monarch and then your opponent again for the creature to return
So for example you could have a series of events like:
You cast palace jailer. You put both triggers onto the stack and target eager cadet.
First you let the monarch trigger resolve, and become the monarch.
While the second trigger that exiles is on the stack, your opponent sacrifices a throne of the high city and becomes the monarch
Palace jailer's trigger resolves and exiles their eager cadet
On their turn, they cast palace sentinels. Even though it instructs them to 'become the monarch', nothing happens since they're already the monarch, and their eager cadet doesn't return.
On your turn, you attack them and become the monarch via combat damage
On their turn, they attack you and become the monarch via combat damage, and now the eager cadet returns from exile.

Keep in mind that even outside of conspiracy, monarch cards still allow the opponent to become the monarch via combat damage. Any attacker beating your face would end the exile clause. Unlike faceless butcher, the creature won't return when palace jailer leaves the battlefield.
