Wow, what a fun card! I think the Johnny in all of us will love this card. Not only does it tutor in green/blue, but the card is then played w/o paying it's man cost. The kitchen-table crowd and Commander crowd will lap this up immediately.
Here's the kicker, the biggest reward is from playing a deck that can produce 4 or 5 different colors. By no means is this going to be a tourney staple card, but that is ok. Johnny players will still get to play with this shiny new toy.
Questions:
1) How does this interact with split cards w/ a cost higher than 5 on one side and equal or lower than five on the other side?
2) How does it work w/ cards w/ fuse?
3) What about cards w/ additional casting costs such kicker/multikicker?
What are some fun &/or interesting ways of taking advantage of this?
I really want to like this card but if you don´t play 5 colors with this, this might not be that good. Then again, theres a lot of fun stuff for 2-3 mana you can get out
Question 1: Is this playable if it always gets something with CMC 3 or less? If so, it has a home in Sultai Control, the Bant Control shell that seems to be forming, and possibly Temur if Rattleclaw Mystic creates that shell around it.
Question 2: Is 5-color Converge control competitive? If so, I'll be playing it, and this card is amazing. Note that the fetch-dual manabase does enable us to have a consistent 5 color manabase. It'll be slow, and the enablers might not be there, but the mana exists.
One of those two scenarios has to happen for this to see play outside of EDH, but I think there's a good chance of at least one.
Also, to answer OP, you can abuse split cards by finding the cheaper half and casting the more expensive half, but you can't Fuse them, and you would have to pay for any alternative costs like Kicker.

I think this will be best with X=3 in standard and X=2 in Modern (By X I mean 3 different colors or 2 different colors) though in Modern it might be quite slow for Living End compared to Cascade
1. For double-faced cards, the "face-up" side is the side that you check in all zones. So if you wanted to search for Liliana, Heretical Healer, you would need to use at least 3 different colors of mana, even though the planeswalker side technically has a cmc of 0.
For split cards, I believe that either side that falls under the cmc requirement will make that card legal to search for, and then when you cast it, you can cast either side. For instance, you could use only 2 colors to search up the Boom half of Boom // Bust, and then cast Bust.
2. Fuse doesn't change anything. You can only fuse when cast from your hand, so you can't cast both halves off of Bring to Light.
3. Yes, you can pay kicker/multikicker on spells that you cast with this card.

As long as one side meets the criteria of being an instant or sorcery with CMC less than the number of colors you spent, you can choose that card and exile it. You then cast the card without paying its mana cost, meaning you can cast either side.

Fuse only works when casting from hand.

All additional costs can be played but must be paid.
Alternative costs like Overload or Awaken cannot be paid.

As it stands you can use this to tutor a Counterspell and just hold it in Exile until you want to cast it. Which is good for 3 colors the only problem is you don't want to leave things exiled against cards like Blight Herder. You can also in a 5 Color Control list if you want to be silly can be used to tutor any Command and then hold said command until the right time though once again them processors. Also I'd run it as Coco 5-8 in a 4-5 Color Coco build.
EDIT: Sad Day can't hold the card as long as you want...

I'll definitely be looking for a 5-color Converge control deck.
It's really too bad that Sylvan Caryatid is gone when this rotates in. We probably won't have a playable tap-for-any-color effect in Standard for a while.

I look forward to making a new Modern Scapeshift deck with this puppy. All I need to do is splash a fourth colour, and all of a sudden, my Tutor-For-Scapeshift can also kill hosers, stall for time against aggro, hose combo, not suck when I get Slaughter Gamesed, or ramp into the Scapeshift I already have in hand!
Reread the card. Bring to light les you search your library for a card with cmc<= the number colors used to cast bring to light. Bring to light can't tutor up any eldrazi unless the eldrazi costs cmc 5 or less.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Brief testing indicates that this is somewhere from plausible to great in Scapeshift. Leaving 2 mana up for countermagic isn't functionally different than leaving 3 mana up when your counterspells are Izzet Charm, Remand and Cryptic Command, so this is just Scapeshift 5-8 for the low cost of putting a single Hallowed Fountain in your deck instead of the third basic Island (I have no idea if that's correct, maybe you want a Plains, or a different shock, or you want black mana instead). I don't know how many Scapeshifts is correct, but for a deck that can't win without it before sideboard, it's got to be more than 4. As Lectrys said, it's also a split card of Scapeshift and everything else in your deck, which is nice. Maybe you're actually supposed to trim Scapeshifts before Bring to Light, so that you have less bricks when you can't combo.
Be on the lookout for janky Standard decks that win if they cast a particular card and fold otherwise, because with fetches and duals this isn't too hard to cast for 4 or even 5 in a 3-color deck.
If you can play this with 3+ colors it could be pretty crazy. Sultai might want to splash white so it could use this to search up removal such as Silence the Believers or Languish or you can search up a sweet creature if you need. Sort of seems like Green Sun's Zenith in a way but your locked in at 5 mana and have to play multiple colors but with the added bonus of searching for three different types of cards, it seems pretty flexible.
I can see this making its way into Modern as basically a Cascade card that doesn't restrict your low-drops when deckbuilding. I don't know if that is a competitive thing, but someone is going to try it. I have seen Bant Hatebears float around from time to time and this would be fantastic in it. I doubt it makes that move up a tier, but I can't discount a card that allows you to put a card of your choice from your deck directly into play.

1: Both sides are considered to have the cmc of the lowest side (really wierd)
2: Infuse is an additional cost, so you'd still have to pay it normally.
3: Same as infuse, any additional costs you'll have to pay normally.
Edit: I uh, though fuse was an additional cost. So...yeah, it looks like you can play both spells with fuse, but I'm not 100% on that.

so it could work better in straight-up GU builds.
As-is, if it sees competitive Modern play, it will cause cards like Gemstone Mine and Tendo Ice Bridge to spike.
