I think it's the kind of card you want to play against control decks. Can't be countered, flash and bounce seem like it's aimed to combat a certain type of strategy involving wrath effects and counter.
I'm thinking that some sort of UGx midrange creature strategy might be a fun deck to play.
In the development article, it was said that it was designed as a "mirror-breaker" for control on control matchups. It looks like a perfect sideboard singleton for the Sultai "Mannequin" deck I've been brewing.

It's the strongest Flash creature for Blue with assigned P/T. Drop it in on a monster to block. As long it has been cast during the opponent's turn, it can get to attacking on your next turn.
I can see this being played as a sideboard card for the purpose it was created for ... a control mirror match finisher. Flash and "can't be countered" make sure that you can get it onto the battlefield, and while it doesn't have any kind of protection, your hand is maybe filled with counters or protective spells anyway by the time you are going to cast this. The "return to hand" ability isn't something you are supposed to use as a default mode to protect the ancient - you only use it when there's no other way and you really want to protect your finisher from removal.
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Its interesting with temples. Late game with a control deck where mana isnt much of a thing anymore. And unless there is another good mana sink like Rev. May be kinda handy.
End of turn float the lands, bounce. replay Have temples up
Seven is a LOT of mana. My concern is that the decks that plan on getting to 7 usually aren't going to be interested in returning so many of them to the hand. That leaves this fighting for space in UGx ramp decks, which I think generally have much better options, especially with counterspells being so relatively weak in Standard.
My curiosity is piqued though, as between this and the fetches I am wondering if we are seeing plants for the future return of landfall.

About time Blue got a good flash heavy creature.
EDIT: I also don't understand why this thing has prowess. I don't see the flavor or utility of the keyword on giant sea monster.

it was mentioned in the article.
basically it's to make ancient vs ancient fights more interesting.
