The boosters of this card are right to say that it's a viable win-con in W(U)x control. I played the heck out of UW control at the start of RtR Standard, and I'll say that your answer density in those decks really can be thick enough to run something like this as your threat. I'm not sure if anybody remembers, but UWr control was a thing at one point, and those Pillar of Flame spells and whatnot could always come back when there gets to be more than one reason for splashing red.
That being said, it's tough to think this spell is significantly better than Thragtusk and associated bant control things. Further, as some people have mentioned, stuff removes it. It's not so important to focus on MD options, though; you have to look forward to where the deck would be if it became an established archetype, and you have to expect that Enchant, Sundering Growth, and Naturalize would all hit SBs in addition to just more Detention Spheres and Oblivion Rings showing up. You don't want a five mana enchantment that takes several turns to significantly affect the board being vulnerable to one and two mana removal spells. In other words, I don't see a sustainable meta with this in it.
The most I see for our hypothetical WUr control deck is as a metagame call that floats back and forth between obscurity and a random T8 list here and there.
