Anyways, it's definitely not Force of Will. I can't imagine a control deck actually running it, since it puts you at a card disadvantage and isn't reliable. On the other hand, it could prove useful in some aggro/controllish builds that use blue, since they can keep dropping threats and still have a counter in reserve. It's actually rather hard to evaluate just how useful it is until you've used it, I imagine. It's not an easy to evaluate card.
Converted mana cost has to be equal, not equal or less than. 90% of the time this card will be useless. It has no constructed potential whatsoever. And the thing is, Wizards realized how good it could have been, and deliberately underpowered it as if to mock us. If they had simply made it "equal to or less than" it would be nearly as good as Force of Will, but sadly they did not. As it is, this is a $.05 rare if I ever saw one.
well... spellblast wasn't ever really that good, and this is even worse in that respect, plus the fact that the remove card has to be the exact same cmc as what you're trying to counter, means that disrupting shoal will end up sitting in your hand most of the time.

If you do end up using it, you will almost always end up hardcasting it or using it on a spell you don't really want to, so in that respect it's just a worse spellblast. Blue may not have dominating countermagic like it used to, but the current stuff is way better than this could ever hope to be.

I really thought about this card long and hard (LOL... long... hard...) and I can't think of a use for it because of the randomness at which you'll be countering stuff. I mean, playing against T&N? HOW DO YOU COUNTER THEIR SPELLS?!
This card is not really as good as advertised. The main strength of Force of Will is that you do not need mana to cast, just a blue card and loss of life, meaning you can cast it on your first turn. This card has double blue and you still need to remove a blue card. For Kamigawa block, unless Betrayers has another hard counter, Hinder is still the best.
It MAY have its uses, in certain formats. Heck, at the very least, it is the only thing blue has to deal with a 1st turn Aether vial when going second. Still not really constructed worthy, unless something very strange happens to the format and a large number of dangerous spells have the same CC as some otherwise usable blue cards. Don't see it happening, tho. Still something I'll have to keep in mind for Mental.

Some people have read it as an additional cost, some have missed the 'blue' part, some have overlooked the fact that you can hardcast it (this is the one I was guilty of)... Oh well. I still don't know how good the card is. It might be strong in some formats where lots of strong cards have the same CMC (isn't 2cc or 3cc very common in Extended?), while weak in other formats such as limited or Standard. I think it has potential uses--perhaps for combo decks?
It is just terrible. Terrible. The odds that you will reliably have a blue card in your hand with the same cmc of the spell you want to counter is very low, and as such, this card is very bad most of the time, which makes it a bad card in general.
Jace on the other hand gives you card advantage for no life cost. On the contrary, Jace can actually take some damage for you. I'd think that makes him better than Arena.
Call me crazy, but I like this card. Maybe its just because I have an affinity for any free counter. The part the sucks royally is its equal to not equal or less than, just like with Hisoka. I would like to try and play it competively, but unfortunately, I dont think it is going to happen. BTW, is Quash going to be in the set?

coz from past experience, wizard only print 2 counterspells in big expansions
onslaught = complicate, discombobulate
mirrodin = override, assert authority
kamigawa = hinder, thoughtbind (hisoka sensei and defiance?? forgot this one, doh)
and only 1 in smaller expansions
scourge = hindering touch
5th dawn = condescend
betrayers = disrupting shoal?? [/opinion]
And Kaizer, how about 3 in major sets:
Onslaught: Ixidor's Will, Complicate, Discombobulate
Mirrodin: Annul, Override, Assert Authority
Champions: Hinder, Hisoka's Defiance, Thoughtbind
And 2 or more in expansions:
Scourge: Dispersal Shield, Hindering Touch, Decree of Silence
Darksteel: Last Word, Vex
Fifth Dawn: Condescend, Fold Into Aether
Betrayers: Distrupting Shoal, Quash, more?
This thing will most likely be used to counter 1-3 mana spells on a the first couple of turns by alternative casting, and be overcosted the rest of the game. This card actually wouldn't be so bad except that affinity is the biggest contender in the format. And while blue has plenty of 1-3 mana fare to dump to counter early spells, cards like Myr Enforcer are jsut a pain in the sides.
