If turn 5 is a little slow, then use a mana dork and a little ramp to get there by turn 3, but you'll probably need the extra cards to catch up at that point.

Unpopular opinion: sorcery-speed removal is *not* as terrible as you think it is.
You can choose to stop when your like gets low, you can also just start pointing it at your opponent. In fact, I imagine that's how it will normally play out in draft. Play it, build up some card advantage, then finish. It is awkward to find time to cast something like this, however. Necropotence wasn't even that good in WOE, so I wouldn't expect this to to pick tier lists.
Awkward to find time to cast this? Ideally, you are in black/white, black/green/white, or black/red/white and you have swept the board on turn 4 or 5, giving you plenty of time to cast this on the next turn.
Also, in mono-black you'll be playing Sheoldred on turn 4 then this on turn 5--now your opponent is losing 8 life per turn, so if they are going to win they had better hurry.
