now On to the card
The very very very first thing I see without even getting to the loyalty ability
the static ability of gaining loyalty… why is both “nontoken” and “one or more” missing so Smothering tithe + Wheel of Fortune effects right off the bat, and we got plenty of options of infinite artifact enters effects and we know Karak-Clan Ironworks will be involved of some of those
Now for the abilitys
0 — a weaker version and call back to Tezzeret the Seeker +1 but does buff a creature if artifact
-3 — ooooh this might cause some eyes to spark some eyes many 1 or less artifacts to get……… but we all know what will be the most tutored in commander… sol ring
-7 — kind of counts for this complaint because of the static ability but I told you before wizards “Do not make easy to get emblem abilities without emblem removal” luckily it’s not really back breaking like a few other it’s really just +3/+3 counter a artifact and animating it to a Robot.

Seems certainly testable in modern affinity. I don't know if it would work, tutoring or boost might not be strong enough.
tough one to call if good for affinity or not
it tutors for the important stuff and untaps artifacts, but can you make room, and plus the ultimate is a little slow (one artifacts rather than a army)

Tezz's first ability is essentially vigilance +1/+1 after combat if applied to something with evasion. Second ability can fetch the pest.
Has synergy with mana rocks and artifact lands like: Treasure Vault => Tezz would get +1 loyalty for each treasure, and his emblem can make the treasures into robots over time. Sol Talisman => can fetch/suspend asap. Use Tezz to untap it, making it T: Add (4). Pacification Array => can fetch and use twice per turn with enough mana. Animation Module => lots of synergy.
Funny how this Tezzeret can get infinite loyalty counters with Glaring Fleshraker and Sensei's Divining Top. Maybe -3 on Tezzeret to tutor for Sensei's Divining Top and have one mana open to cast it. Glaring Fleshraker triggers to create an Eldrazi Spawn creature token that can sacrifice itself to add 1 colorless mana that's used to recast Sensei's Divining Top. Tezzeret's passive triggers on Sensei's Divining Top entering the battlefield to add a loyalty counter to himself. Rinse and repeat. You also need an ability that allows you to look at and cast the top card of your library as well like Mystic Forge, Bolas's Citadel, or Future Sight for example. Given how powerful Tezzeret's -3 is, he's a staple in Superfriends for sure.
Tezzeret's -7 could be useful and his 0 loyalty ability can come in handy as a utility for mana rocks in Commander even though it can only go off once per turn since loyalty abilities are sorcery speed. -3 to consistently tutor out your mana rocks and cantrips like Urza's Bauble and Mishra's Bauble is REALLY good. You can even tutor for cards like Wayfarer's Bauble and Expedition Map since they have a mana value of 1. This planeswalker is everything Affinity wanted and more. I can see him being a powerhouse in eternal formats like Legacy and Vintage not just Commander. He can also come out on turn 1 with Black Lotus, Lion's Eye Diamond, and/or Dark Ritual. Tezzeret can also setup Skullclamp especially If you have any 1/1 creatures to draw off of.
