Typically abilities like that include a rider like "...when you spend this mana to cast a creature spell..." whereas the way her ability is worded, you don't need to spend that mana on the creature (or at all). You simply get the mana, and the counters independently of one another.

yuna (tidus's love) is basically a mana dork and better Reyhan, Last of the Abzan (it sees all permanent types and any kind of counter this time.),
And G'rafa Tia can make beefy tokens from casting noncreature spells and remembered “once per turn” on this.
