For PW, there ain't that many 3 CMC or less PW. For artifacts... well, you can hit mana rocks, vehicules or equipments, the latter two of which require a board presence (and more mana in the case of equip) to be of any use.

Looking at some recent decklists, I've seen a minimum of 26 hits for Collected Company in decks that run it. So, 26 noncreature nonlands with mana value 3 or less, 4 of these, suppose a curve that allows you to run 20 lands, you have 10 slots to play with for creatures and more expensive stuff? Seems much harder to justify than Collected Company, which can just go in any creature based aggro deck, whereas current decks that seem like they might be able to use this have less than 20 hits and some of those are not always useful (i.e. removal abilities that might not have a good target).
This does let you dig one card deeper though to find targets. So you don't have to have quite as high a concentration to get the same consistency. Definitely a worse card but that's something.
